OS 3.1 should be out at some point today.
Update: The update includes Genius recommendations for the iTunes App Store and a ringtone store with over 30,000 ringtones thus far.
While this will be updated once more news becomes available, OS 3.1 for the iPhone has been confirmed as officially debuting today. So before that happens, let’s recap a little bit.
A lot of the 3.1 features are apparently geared toward 3GS users; at least that is what it appeared to look like over a month ago. The beta came out to developers and it looked like this:
“OS 3.1 includes video editing that will allow you to keep a copy of your original film clip while saving an edited one. If you select and hold an application, as it wiggles, the phone itself will vibrate and lastly but not functioning, MMS buttons.
The other features include a faster boot time for the iPhone, updated modem firmware to 5.08.01, update AT&T profile to 4.2, and a couple of SDK/development functions that should please developers.”
A couple of other small items were also found by people who got their hands on it but most importantly, augmented reality apps should be making their way to the App Store at some point in the near future.

Actually, it updates the modem firmware to 5.11.07 and the Carrier File to 5.0
Thanks Mike.
