Colorado Indigent Care Program/Eligibility

 

I mentioned applying for CICP in one of my previous articles.  Here is the low down.  I received this article in my mailbox from a beautiful lady that cares and actually works for this program.  I could not upload the actual article so I will type in the guidelines for you.

What is the Colorado Indigent Care Program (CICP)?

The CICP provides discounted health care services to low income individuals at participating providers.  CICP is not a health insurance program.  The CICP is funded with Federal and state dollars to partially compensate participating providers who provide health care to the uninsured and under insured at or below 250 percent of the Federal Poverty Level.. The Colorado Department of Health Care Policy and Financing (the Department ) administers the CICP.  Health care services are provided by hospitals and clinics throughout the State that participate in the CICP.  Not all hospitals and clinics participate in the program.

         Who is eligible?

  • A U.S. citizen or legal immigrant
  • A Colorado resident or migrant farm worker
  • Applicants must meet income and resource guidelines
  • Applicants can be of any age
  • Applicants can have Medicare and other health insurance
  • Applicants cannot be eligible for Medicaid or Child Health Plan Plus (CHP+)
  • Applicants who are paroled

         How does someone apply?

  • An applicant must visit a hospital or clinic that participates in the CICP to complete the application process
  • An applicant will need to meet with an eligibility technician to determine if they are eligible a

What does it cost?

  • Applicants will be given a "CICP rating" based on their total income and resources
  • The results of the rating process will determine the clients's co-payments for available service for one year
  • CICP ratings cover services that were received at a participating provider up to 90 days before the application
  •  If a client moves or changes providers it is the client's responsibility to tell the eligibility technician at the new provider of their CICP rating

What type of medical services will someone receive?

  • The CICP is not insurance so covered medical services are different at each participating hospital or clinic
  • The responsible health care provider decides what services are medically necessary
  • All participating hospital providers must provide emergency care.  Many participating providers also provide urgent care and other medical services such as inpatient hospital care.

    Dear Tommy, You have to go to a community health center that accepts the plan. It is for the medically indigent. I have to say that if you need medical care, it is better than nothing. For now it is all that some people have. This system isn't exactly ideal...if you have something better than you probably don't need CICP.

    I was recently in Memorial Hospital for three days, and managed to rack up $13,000.00 in hospital and doctor bills. I applied for this program, was accepted, and now have to pay for only a fifth of the cost. I've never been able to afford health insurance, so this program has been a godsend for me. However I am still having health issues and am having a very difficult time trying to find a doctor that will see me. I went in to see my family doctor (who accepts the program), but he told me to go back and see the specialist I saw in the hospital for the continuous pain I've been having. Unfortunately each doctor gets to choose if they want to use the program, and the specialist I need to see does not accept CICP. I have been having a very hard time trying to search for physicians that will see me. I think that website would be more helpful if it not only listed the places that accept CICP, but also the doctors too.

    Thank you so much for your reply. I appreciate the input and hope that others will benefit from this program as well. I agree with you, it can be very difficult finding physicians that are on the program. I will try to find out more and post it when I do.

    I was accepted for CICP back in march of 2010, and have yet to find a clinic that has any opening. I am experiancing an infection and no one has time to see me. How in the world is a NEW patient suppose to be seen by a Dr. when all clinic's say they have a waiting list up to 6 mo. this is very discouraging.

    One idea is, if your infection is very serious, to go to the hospital emergency room and they have to see you. Ask them if they take the CICP card when you walk in. You will have to pay a percentage of the ER fee, and all of the physicians fee. If a prescription is involved, be sure to find out if the local clinic can fill it for you, because CICP also has prescription rates associated with it and it may be less expensive for you to have it filled that way. But if you are needing treatment, that is what you might do. The problem is that so many people are unemployed now and have lost their insurance that they have turned to CICP, hence the waiting list.
    The other idea is to treat it yourself with herbs and remedies. Do research and see if it is something that you can take control of perhaps by diet or vitamins and herbs or some other alternative treatment. Please note: These are merely ideas that others have done. You are ultimately responsible for you own choice of treatment.

    I found that University Hospital accepts this discount. They also have clinics within the hospital for primary care. I suggest looking into this. I currently am on CICP and need back surgery..Ha. I will not get it on this discount.

    if you have no job, no income of any kind how much will you have to pay?
