Pluto has returned to Capricorn after 248 years: What's to come?

                     AmericaSpeaks 21st Century Town Meeting

In an earlier article on what the rare occurrence of Pluto transiting Capricorn has meant in recent historical times, I have pointed out that both the Martin Luther led “Reformation” and “The American Revolution” were both conceived and well developed during those periods. Both of them were preceded by great political, economic and spiritual chaos...as was this period we have just entered. Both ended with new systems of thought and action that preceded innovative and inspirational systems of thought and human action…even though their struggles had just begun. This describes the importance of the 16 year period we have just entered.

Yes, Barack Obama’s election may turn out to be as significant an event in world history as Luther’s nail in the church door and The Treaty of Paris in 1763.

I also noted that the U.S. National Intelligence Council’s report in later 2008 is in total agreement with my and other astrologers’assessment of this looming period of time. It is impossible for any economist, geostrategic analyst, president, or astrologer to foresee the exact shape of what’s to come. What we all know is that we are in for what scientists call “a paradigm shift,” and what that actually will foretell in the next dozen or so years, no one knows. Much depends on the resistance of reactionaries to the change that will eventually come. But that doesn’t mean everyone is clueless. There have been hints: our country just elected a man who's background is in community involvement and there are many ongoing initatives for citizen engagement. And there are real people doing real things NOW that are laying the groundwork for what that future shift could (and I foresee would) include in that “transformed world.”

With other alignments like the Uranus in Aries-Pluto in Capricorn synergy, mentioned in a previous article...we know that this time will make for unimaginable changes in the minds and practices of most citizens of planet Earth. So, let’s look at something that is happening right now  that is out of sight, but most certainly not out of the minds of the many inventive and innovative people who have been trying to develop positive transformational systems during conventional times and therefore have remained invisible.

After “The Cultural Revolution” of the mid 1960s to mid 1970s had run out of ideas given the amount of energy it took to start the women’s movement, the civil rights movement and the environmental movement...the present system adjusted and made changes to policy and recruitment of women and ethnic minorities into the elite...things did change. The political-economic system, however, did not. It was still universally (including the United States)…hierarchical, top down, oligarchies of one kind or another (capitalist, social democratic, communist, Islamic, tribal, etc.) And these systems, sometimes in concert and sometimes in opposition…have led the world to its present state of chaos and collapse.

At the outer margins of political inventiveness and activism has been a small but global group that has come to call itself “the deliberative democracy movement.” Their ideology is strictly and purely democratic. They believe (or “know”) that democratic political systems are inherently superior to the pyramidal elite systems that have pretty much run the world since hunter-gatherer times.

So, they have been constructing a philosophy, political theories, experiments and projects, networks and publishing and reporting on their findings for over three decades. Mostly they have been marginalized and ignored, despite the highly successful results they almost always achieve.

But the present and future crises make it the perfect time to review their work and begin to apply and deploy it widely and quickly to solve and resolve all the pressing problems we face at all levels of government: economic, social, and political. All the elite and oligarchic solutions are destined to fail. The people must come together with their much broader and deeper perspectives and collaborate on how to solve the problems and then cooperate in order to accomplish their priorities and agendas. This is the most efficient path to overcoming the disasters that lie directly ahead and is most consistent with the present astrological pattern.

So what does this look like? Obviously, since there is so much of this going on, I cannot put it into one column, or even a series. But my hope is that you will take some time to discover and appreciate this new system for yourselves and to think about how you are going to make this happen in your own lives. What I can do now is to put you on to some of the most recent and best images and websites so that you can begin your own journeys into the world of deliberative democracy and also discover it is by far the best political transformational path.

British Columbia finished its initial “Citizens Assembly” process in the summer of 2005. Take a look...it's amazing and has been replicated several times since. The Australians just put the finishing touches on their first “Citizens Parliament” in Canberra in February 2009. There’s lots on the web about that already.

If you’d like to see a merging of the Canadian and Australian face-to-face (or F2F) models with the most advanced Information and Communications Technologies (ICT) that make global and federal parliaments quite doable, go to America Speaks and go through their slide show and take a gander at their video below. It is truly eye popping and inspiring. This model has been successfully tested numerous times already in New York City, New Orleans, California, Australia, and Europe.

There are books written that are far too numerous to list on this new kind of democracy. There are two professional and scientific journals: The Journal of Public Deliberation (Beware. It’s scientific!) and the International Journal of Public Participation . There are three major global networks: The Deliberative Democracy Consortium, The National Coalition on Deliberative Democracy and the International Association of Public Participation. 

I could go on and on, but I won’t. This is the political materialization that I foresee as the most likely form of things to come and they are already taking shape today.

It's certain the way Americans participate in government has fundamentally changed with the election of Barack Obama, our first American president to push the boundaries of citizen involvement through technology and the man titled by Omar Wasow as “The First Internet President”.
