The past of Phillip Garrido, the accused kidnapper of Jaycee Lee Dugard, is even worse than reports have indicated.

Antioch, California police first ran across Garrido in 1972. The accused kidnapper allegedly lured a 14-year-old into his car near a library. Garrido then druged her with and transported her to a motel where he repeatedly raped her .

Somehow the case was dropped, perhaps because the victim could not testify.

The conviction of a similar case of abduction and rape took place only four years later. Garrido was convicted of kidnapping and raping a 25-year-old woman, also from South Lake Tahoe and locking her a soundproofed storage unit.

This was the crime for which he was sentenced to 50 years to life, but only served 11 years.

How many more potential victims will emerge?
