CA legislative action: No budget but water measure vote possible

The legislative session is ending and among the flurry of measures that may get an "up or down" vote is SBS 565, another salvo in the vital and never-ending water war in California.

According to Cynthia Koehler of the Environmental Defense Fund, “SB 565 will discourage water users from taking water illegally in California that harm the health of the Delta, commercial salmon fisheries and farming operations that use water legally.”

The state senate with passage of the bill can authorize the State Water Resources Control Board (SWRCB) new penalty and investigative powers to prevent and penalize illegal water diversions in California.

The people of the state own the water and various interest groups have been wrangling over allotments, infrastructure and other critical issues.
