California's Integrated Waste Management Board (IWMB) will be launching a new program that will require all businesses, apartment complexes, and mobile home parks to institute a recycling program. The program will be overseen by the state's IWMB but will allow each city and county to institute the program themselves as long as they are in compliance with the regulation.
This new mandatory program will keep over 5.5 million tons of trash out of the state's land field. This level of recycling once instituted will be the equivalent of taking 1 million pollution causing automobiles off of the road.
This comes as good news to many who live in the apartments and mobile home parks where finding recycling programs has been rather tedious. Certain cities, such as San Diego have already had mandatory recycling in place for some time so they will not be affected by the new directive.

The compost can be used to replace valuable top-soil, something, if you think food production , that has the value of life itself! The other American quirk I don't quite understand, is why you Shiite all over your beautiful, sun-soaked land, then pay like butt-holes for imported oil and the political influence that come with it, when you could bio-gass your Shiite, use the gas as fuel, the sludge, maggotted to garden safety, applied to fields directly, as fertilizer and top-soil, to save even more petro-dollars, and feed a chicken farm maggots too boot, and get food, offal, a bio-gassable, and chicken Shiite fertilizer too! All this from your cities most valuable and currently free resource flow, your Shiite! Yankee Doodle! You got some learning to do! Never mind walking on the Moon! Clean up your own back yard first!
This is great news for the recycling scavengers that steal all of the high value items from the containers.
