SJVAPCD holding workshop on New Source Review rule for PM2.5

The San Joaquin Valley Air Pollution Control District (APCD) is holding a public workshop today to discuss proposed changes to its New Source Review regulation, Rule 2201. The workshop begins at 1:30 PM at the Fresno office but can be viewed live at the video conferencing rooms (VTC) in the Bakersfield and Modesto offices. A webcast is also available.

The new proposal will incorporate federal PM2.5 requirements, including new PM2.5 permit thresholds, offset ratios, and precursor applicability.

The APCD also proposes to change language in the existing rule for clarity and to ensure that an exemption for minor agricultural sources passes muster by state and federal agencies.

The regulation of sources of PM2.5 has been in the news in recent months due to controversial accusations in the press concerning conflicting health studies used to justify regulation of PM2.5 and the revelation that a California Air Resources Board (CARB) project manager lied about having a PhD in his field. None of this seems to have been mentioned in the staff report for this particular regulation, which deals mainly with stationary sources.

Comments on the proposal are due by January 4, 2011. A final workshop is scheduled for February 2011 with final adoption on April 21, 2011. The contact person is Mr. Carlos Garcia who can be reached at:
