Every state (and D.C.) offers low cost spay neuter programs. Often, there are no income or residency requirements to participate in the programs.
Inexpensive pet care is possible. Spay Inc. of Northern Virginia does not have residency or income requirements. You just need to have a pet that needs to be spayed or neutered. Check the Spay, Inc. website for details.
To find a program in your area check the Love That Cat website. (It's for dogs, too). The programs are listed by state.
