As Phillip Garrido and Jaycee Dugard lead headlines nationwide, Tampa residents might be reminded of a very similar, yet harrowing story of Franklin Floyd and Sharon Marshall. The similarities between Phillip Garrido and Franklin Floyd are astounding as well as the many comparisons to be made between Jaycee Dugard and Sharon Marshall. The only startling difference between Jaycee and Sharon, is that Sharon is dead.
Phillip Garrido was born on April 5, 1951; Franklin Floyd was born on June 17, 1943. Both had a penchant for young girls, both men kidnapped children who would later become their sex slaves. On June10, 1991, Phillip Garrido kidnapped Jaycee Lee Dugard in full sight of her stepfather, Carl Probyn. Jaycee had been waiting for her school bus while Carl was watching from a window from his home. He saw a grey vehicle pull up and a dark haired woman grab Jaycee into the car. A description given by Carl Probyn is similar in appearance to a young image of Nancy Garrido, Phillip Garrido’s wife. Both Phillip and Nancy Garrido are charged with kidnapping and the repeated rape of Jaycee Dugard. Jaycee was 11 years old at the time of her kidnapping.
Franklin Delano Floyd was born in Barnsville, Georgia. A year after he was born, his father died. Before long, Franklin and his four siblings (three sisters and one brother) were placed in a children’s' home. Franklin Floyd enlisted in the United States Army, lying about his age and served in Missouri and
Oklahoma. After the Army discovered his forgery, he was discharged. After staying briefly with his sister, Franklin Floyd was arrested on February 19, 1960 after exchanging gunfire with police during a robbery. He was shot in the back by an officer and sentenced. After spending one year in prison, he violated his parole and was rearrested. In November 1961, Franklin Floyd was sentenced to the Prison Youth Facility where he remained until January 1962. After his release, he went to stay with his sister, he was 19 years old. Four months after Franklin Floyd’s release, on May 20, 1962, he abducted a 4 year old little girl from a bowling alley and raped her. He was sentenced to 20 years in the Reidsville Prison in Atlanta, Georgia on July 31, 1962. On March 14, 1963, Franklin Floyd escaped while undergoing psychiatric testing at the Milledgeville State hospital.
Similar to Franklin Floyd’s sexual perversions and deviations, Phillip Garrido was arrested in 1972 and charged with sexually assaulting or the rape of a 14 year old girl. However, that case did not go to trial after the victim refused to testify. According to Phillip Garrido’s father, Phillip was a good boy until he suffered a motorcycle accident. Later, Garrido and his father stated that Phillip Garrido’s frequent use of drugs, such as LSD contributed to his sexual perversions. In 1973, within a year after the alleged rape of the 14 year old girl, Phillip Garrido married a woman named Christine Murphy. Since Phillip Garrido’s arrest, Christine Murphy has spoken publicly regarding her marriage. She recounted an incident with Inside Edition where Phillip Garrido tried to gouge her eyes out.
Christine Murphy also described Phillip Garrido as a monster, and that he continually hit her. Phillip Garrido was an aspiring musician with no valid income. Murphy recounts that he continually smoked marijuana and dropped LSD. He had sexual perversions and wanted his wife to engage in group sex, which she refused. It wasn’t until Phillip Garrido was arrested for the rape of the 14 year old girl that Christine Murphy found a way to escape.

The registry laws, and especially the residency / work place restrictions, have done far more harm than good. Forget about all the cases of vigilantism; forget about the fact that while these laws are proposed to protect the children, they include children, and a huge percentage of those on the list committed crimes that had nothing to do with children; forget about the fact that study after study has proven these laws not only are ineffective, but have actually made matters worse; forget about the fact that upon release from custody, registered sex offenders have one of the lowest recidivism rates, not the highest. In fact those who receive counseling and treatment while in custody have outstanding records as opposed to those convicted of other violent crimes! The fact is the registry and the residency / work place restrictions should be limited only to those who are proven child molesters and pedophiles. This Law Enforcement can handle and monitor effectively. Do you seriously believ
. Do you seriously believe a committed pedophile cannot walk or drive 500, 1000, 2500, 5000 feet or more? Jaycee Lee Dugard was abducted miles away from where Philip Garrido lived!
I am sure we will see comments from some hysterical, uninformed individual(s) who will suggest that all those on the registry should be locked up for life or worse. They will say there is no rehabilitation for these people. And for a few they are right, which is why we need to focus on them! Once a person has done his or her time that should be it. That is the foundation of this great country and its legal system. If you dont like it, move to China, Russia, North Korea, Iran, or wherever individual rights are ignored. If a person is a proven pedophile, lock them up for a very long time and provide treatment. If treatment is not working, keep them locked up. Too many families are being destroyed for political expediency.
There is NO effective long term treatment (duh, let them out to see if treatment is working? Let him do it again??....you fool!) You must be one or your son......and you are a man. This crime is murder of the soul and should carry the death penalty....ZERO tolerance!
. Too many children of those on the registry are being abused and ostracized at school. Too many families are being forced into isolation and restricted from the work place. If we are truly trying to protect the children with the registry, then lets focus on the pedophiles and child molesters. Get rid of the residency / work place restrictions and focus on the loitering laws. Let the rest of those on the registry re-assimilate into society after they have done their time and become solid, productive citizens; part of the solution not the problem. The facts, (and the Garrido case) as well as virtually all of the research, and study after study have proven what we are doing now, mostly for political expediency and to appease hysterical uninformed parents is not working and is in fact making matters worse!
