Todd Huff is running for Baltimore County Council in District 3 in the northern half of the county. Mr. Huff prides himself on his roll-up-the-sleeves work ethic, and believes no task is too small or too big when it comes to serving the citizens of Baltimore County.
Childhood
Todd was born and raised on a 2,000 acre farm in Sparks, where he says he learned his work ethic. He has been active in 4H his whole life.
Todd sites his upbringing as the most profound influence on the shaping of his political philosophy. He says, “Being out there on the farm and working every day, you work for what you get.” He says that growing up in the Reagan era also had a great influence.
Todd is a lifelong Republican, and describes himself as a fiscal conservative.
Education
Todd attended St. Paul’s School, Boys Latin, and Fork Union Military Academy. He took business courses at Essex Community College.
Family
Todd and his wife, Cheryl, have been married for eight years and have four kids between them.
Experience
Community/Civic
Todd has served in leadership roles in many community-based organizations, including the Towson Jaycees, Towson Chamber of Commerce, Chairman of the Towsontowne Spring Festival, Towson Elks Lodge, and is currently the president of the Dulaney Valley Improvement Association. He is also a member of the Hunt Valley Business Forum, the Hereford Zone Business Association, a life member of the NRA, and several area Republican clubs. He says, “I want to work diligently to maintain the cohesiveness between business and residential communities.”
Work
Todd is the operations manager for all six locations of the family business, Brooks-Huff Tire and Auto. He’s third generation with the 66 year old company. He says that handling the day to day operations of the business has taught him what it means to meet a payroll and deal with ever-expanding government regulation.
Why Todd is running for office
“While serving the Towson Chamber of Commerce, I came to the realization that one person can make a big difference. We made a lot of great changes in the Towson area for the business community, the university, and the residential community. I decided I wanted to take it to the next level.”
“I’ll have an open door policy with my constituents. I will not be in the pocket of big development and special interest groups. I will represent the people of northern Baltimore County. I have the passion and energy to work to make a positive difference in Baltimore County.”
Term Limits
“I am for term limits. 20 years on the council is a long time. You need to appreciate anyone willing to give that kind of time, but you have to ask if they are doing it for the right reasons. I think a lot of them are not. I’m blessed and am not in it for the money.”

Property Taxes
“Property taxes should be held to the constant yield rate. We must bring property assessments in line with actual values.”
Education
“I’d like to see voc tech get back in schools. The BOE’s primary focus is to prep kids for college. Unfortunately, college is not for everyone. There are too many kids who are not planning to go to college, but then are not prepared for the real world either. They can’t balance a checkbook. They don’t know how to handle job interviews. They need to have more real life preparatory classes. This makes the kids more accountable for their future. The trade industries are really hurting for people right now and they can make a lot of money.”
“We need to evaluate areas of school overcrowding and either build additions or new schools. We need better planning on school districts to keep school systems in line with the growth of Baltimore County.”
Public Safety
“We have one of the best police departments in the country, but they are in need of updated equipment. We need to fund the crime lab to get them some more personnel. 60% of officers don’t live in the precincts they work in. They need GPS systems to cut down on response times.”
“Our fire companies do too many transports and patient assists from retirement centers and hospitals, which is taking them away from real emergencies. Due to liability issues, retirement centers aren’t doing their own transports, even if they have the personnel.”
Infrastructure Improvement
“Roads in northern Baltimore County are in dire need of repairs and widening. They keep spending money over and over again repaving I-83 while other roads are in poor shape. Water mains need to be updated. Priorities are in the wrong place.”
Property rights/development
“I’m for smart growth and controlled development in planned areas. We must give farmers avenues to increase income so they can continue to farm and not sell to a developer, whether that be a food stand or creamery.”

welcome Mr. Huff, can i ask what your stance is on Illegal aliens and the tax dollars to support them? Almost $2 billion last year of tax dollars went to their support. We have a $2 billion deficit. They are also working at all our state agency's. State highways etc. We are funding Casa de Maryland who is one of the largest organizations in md for illegal immigrants. Casa has day labor camps for illegals to get day cash jobs. all of it illegal, yet our elected politicians allow it to happen. what will you do about this.
