Willard was born and raised in Rochester, NY. He worked for Xerox Corporation for 37 years. He has held executive positions in several Christian organizations. He served as the New York State Director of HonorBound, and Light For The Lost for the last five years before retiring to pursue other interests. He also served on many political committees as a consultant, and as a campaign manager. He is a Conservative Christian commentator.
