DREAM Act creates path to citizenship for undocumented high school students

Over 65,000 high school students each year don’t apply to college for one simple reason: their parents chose to enter the United States illegally.  Senators Richard Durbin of Illinois and Richard Lugar of Indiana, and Rep. Howard Berman of California and Lincoln Diaz-Balart of Florida are trying to change that with the Development, Relief and Education for Alien Minors (DREAM). Act, which would create a conditional path to citizenship in exchange for a mandatory two years in higher education or military service.

According to the official DREAM Act website, the current Senate vote is 52 yea and 26 nay. Durbin and company are looking for 8 more votes to pass their bill, and they just got an interesting endorsement—The College Board. James Montoya, vice president of the College Board, made the announcement yesterday, saying the board is supporting the Dream Act so that more students can attend college. The College Board’s report found that 90 to 95 percent of undocumented high school students don’t attend college because federal law prevents them from receiving financial aid and working.

According to US News and World Report, the opponents of the bill say the DREAM Act would encourage illegal immigration and reduce the number of college openings and amount of financial aid available for citizens.  However, the College Board’s report shows that the 10 states that have laws  allowing undocumented students to pay in-state tuition fees have not experienced those outcomes.  The report states, “in fact, these measures tend to increase school revenues by bringing in tuition from students who otherwise would not be in college.”

The DREAM Act will not cost anything, in fact we would actually get an increase in tax revenues. These kids didn't do anything wrong.

Students are the future of a nation. If the issue of less financial aid and seats are worrying some then they should also think that if the schools are getting extra revenue then they can increase the number of students they can accept. Also if you think these students will be able to work and pay tax which will help the economy and maybe the financial aid sector will be able to increase the amount of financial aid available to students. It all would work in the complimenting circle.

this is nothing but back door amnesty. the parents of these children knew what they were doing when they brought them into this country ILLEGALLY. their parents knew it was wrong and they didn't care. they don't deserve to have a path to citizenship just because their parents illegally ran them across the boarder. they need to go home and get in line just like everyone else who does it legally. no special treatment should be given to anyone.
I don't care what "the college board" thinks. we should be focusing on getting more US citizens into college, that's what this economy needs. we don't need to spend our time on illegals right now when "citizens" are finding it harder to go to college. if the kids really want to blame someone, they can blame their parents for not following the law in the first place. this wouldn't be an issue if their parents had merely followed the law.

If we legalize Illegal immigrants they will really help our economy they will buy cars and houses. we are talking about trillions. Come on lets give them a chance to be productive if we keep on kicking out the hard working illegal immigrants we will break out families and their children will hate us, (ps they are legal us citizens) their children will be full of hate towards white people. I look to the future when the hispanic population is the Mass majority here in the usa and i see the people from the future nagging about paying for the old white man medicare.i hear them screaming "why should we pay for the racist white man medicare, they did horrifying things to our parents". Honestly i want to see diversity here as this is a free country and not a Communist country, People live FREE here, Not getting pressured how to Speak, dress and think if you don't like Freedom then you can pack and just leave. I think we should legalize them but do back ground check on them, make the illegal pay a 3,000$ fine and for them to agree to join the military or go to collage so they can be productive. Honestly i prefer to legalize those who are willing to die for what america stands for but education is vidal to our economy too. Is not like 99.99% of children watch porn before turing 18, or 65% of americans have smoke pot, laws are always brocken everyday should we seend 99.99% of our youth and 65% of our population in prisson because they don't respect our law?

i know some of the brightest kids in my university who happen to be undocumented. They have better grades than most of the others and aspire to devote their future to this country.

You are kidding me if you say that the passage of the act is going to give an impetus to illegal immigration. If you do think that way, go read the DREAM Act and see the conditions required. It should be clear that you are delusional.

Those who will qualify are going to compose of bright kids who are career oriented and have already shown their dedication in academics.

This is in response to an above writer who shall remain nameless. Bright kids who are citizens do end up go to college, not because the govt or some institution pushes them, but because they struggle and discover opportunities. You seem to be endorsing a law such as No Child Left Behind which is the most ridiculous law within the education system. Those kids who dont give a crap really dont give a crap no matter how much you push them.

WoW, we got freaking hilliebillies and rednecks up in this joint. First of all, to all you who keep CAPITALIZING the phrase, "PARENTS CAME ILLEGALLY", should shut the hell up, because the bill is about the kids, not the parents. The parents arent going to get naturalized, the kids are. The kids who were practically BORN in America. Yea your stupid ignorance makes 2 year old kids who came here, "ILLEGAL" right? Stop trying to put others futures in jeapordy while you all sit in front of your computer and talk trash. If you are that patriotic go out there and fight in Iraq instead of ruining opportunities for millions of innocents who suffer because of the mistakes their parents make.

    STOP WITH THE IGNORANCE ALREADY

GO DREAM. The DREAM ACT is about Fairness and Giving a chance to kids who have nothing to say about the legal limbo they are in. It is not taking "a seat from a citizen" it is just giving an equal opportunity so that they can also have a chance to live a good life, like very citizen does.

I have to agree with mike, everyone or most people break the law every day. smoking pot, under age drinking, etc.

Look those 65,ooo students and counting are potential educator or servicemen and women.

btw, those comments that express hatred because illegal immigrants take American jobs: are you f--cking kidding me. go work the fields, go do the jobs they do, the ones you don't want and tell me if your getting your opportunity taken away.

borders are imaginary, humanity and the right to live anywhere is a reality.

stop thinking politics and start thinking progress for humanity.

PS. of course, there should be background checks and it should include a fine, its a small price for someone to pay in order for them to achieve their dreams.

These colleges are paid for by U.S. Taxpayers. Most of the colleges are already turning away 60% of the applicants, there are too few seats for too high a demand. Too many international students, and recent legal immigrants taking college seats from Americans. Millions of American students applying are from poor families, they have a Dream to attend college too, and their families have been paying taxes for generations. We cannot offer these too-few college seats to illegal immigrants at the cost of working class Americans who are applying.

The College Board report states, “in fact, these measures tend to increase school revenues by bringing in tuition from students who otherwise would not be in college.” - THIS IS A LIE. How can that be when colleges are sending denial letters to 60% of the students applying. Most of the American students applying are planning on taking student loans and working their way through college. Guess what... there are millions of high school AMERICAN students who are poor, who have a dream of going to college, and they have a dream of being able to get a job afterward. Basically, immigrants (nationality doesn't matter) who are here illegally or past their visa should return home with their babies and kids.

This is ridiculous! AMERICAN kids need to go to college FIRST! What is wrong with most of you people? These "kids" shouldn't even be in this country sucking up our resources, now we are going to give them amnesty? And if you read the bill, it will give amnesty to "children" up the age of 30! How many 30 year old children do you know? NO AMNESTY EVER!

    @Dave E:
Obviously you neither read this article, nor did you read the text of the act. The article says right in it that states who allow undocumented immigrants to pay in-state tuition have not seen any loss in funding to other students because of it. In fact, those schools see a profit.

Second, if YOU read the bill, you would know that it applies to "certain long-term residents who entered the United States as children." NOT to "children", as you suggest. Also, the Senate version (S.729) applies to "certain long-term residents" up to 35 years old, not 30. The version going through the House of Representatives (H.R.1751) has no age limit. Both versions require that the alien was younger than 16 when they entered the U.S.

Please get your facts straight before posting, and please don't use quotation marks to refer to something that wasn't said. The word "children" is never used in the context which you suggest in either version of the bill, or in the article above.

Do you know how hard it is for a poor person in most countries(unless that country is at war) to get permission to come to the U.S. They ask for things that most of them have never even heard of, its even hard to get a visa, my aunt was trying to get a visa in mexico to come here(not as a visitor) and she didn't reallly fall under any of the circumstances because she was poor. She tried to get her daughter a student visa, but she had to have a basic understanding in english, go to a U.S accredited school in mexico(they're very expensive private schools), she wanted to apply for the green card lottery, but she had to have at least 2 years of college in her country, she barely made it out of elemenrtary, because her family was so poor they couldn't even afford to register her to go on to the next level of education. When one has to pay for an education since kindergarden and you're dirt poor sometimes that's their only way out and progress.

How can people be like this just think about themself. For once think about other people live in other countrys. People are so poor in other sometimes they don't have food to eat or even money. Try living in a poor country like Mexico without any money working in the hot sun so that you get pay about 1 dollar a day. People should thing about what they say before they say because it hurts a lot of people
feelings. Am not trying to be so mean but all the people who think immigars
are taking the USA citizen jobs are all worng is all lies. Try waking up at 5:00 in the morning to go to work in the cold and hot days to have you lazy ass people that are
not thinkful of people who working all day just to get pay bearly nothing and get
treated like animals like if they are crimes. Think about being in the shoes of these people and how your life would be if you did not have a piece od paper saying you can be here in the USA and you are treated badly. You would not like that at all, would
