Miley Cyrus' little sister, Noah, may only be nine years old, but her Halloween costume appears to have been made for someone twice her age. The young Disney star was photographed in the Vampire-inspired costume at the 'Children Affected by Aids Foundation's 16th Annual Dream Halloween in the Barker Hangar' on Saturday. The mini black dress barely covers the youngsters bum and the tall black combat-looking boots complete the dominatrix-feeling, barely-there ensemble.

it's definitely not appropriate, even if it is Halloween. she's 9 years old! but look at who her older sister is...
Where is the story about the charity event she was attending to help raise money. I don't care what she is dressed like, so long as she is helping others is all that counts. The Good should always outweigh the bad. Once we as a society learn that, the sooner the world will be a better place.

She's nine years old...I'm fourteen and I won't wear a Halloween costume like that. It's inappropriate and unnecessary. Yes, she was at a charity event and it's only once a year, but seriously? It's called the "Kids Costumes". Maybe she can be Hannah Montana for Halloween and Trick-or-Treat with Miley.
She's a little kid...let her be. There is nothing sexy or obscene about the costume, only in some sick, little minds. Halloween is fantasy. A bathing suit would be more revealing & inappropriate!
these parent obviously need to re-evaluate the rules they have set up for their children. one daughter is pole dancing and the other is wearing "adult night wear" out places. these are serious issues that will come back and haunt them later i think. this is terrible. disgraceful even. i hope the so called parents are embarrassed of themselves.

I think she looks cute, I mean really people it is only once a year. There are girls that wear stuff like this on a normal daily basis, Don't be to quick to judge because all the girls that are on here freaking out wanted to be something like this when you were her age but couldn't, mmkay. I think she looks cute, the make up might be a bit much but that's about it. And yeah it's a bit short, but she could be wearing shorts under it, OR better yet she could be wearing spankys under it because she was a cheerleader. Stop flipping out and worry about your own kids and stop ragging on her parents because if you did this would you want people saying you were a bad parent? THINK ABOUT IT!
I think the costume is cute, but not age appropriate. Maybe mom or big sis help chose the outfit for her. I can't tell she's 9 from the picture.She seems older. I don't believe her intentions were to be a sexy vamp. What happened to wanting to be a princess or a fairy? At least the dress could have touched above her knees.

The way I feel about this situation is if the manufacturer made it for that age group then they wouldn't sell it if it wasn't appropriate. People are making a bigger deal about this issue than it needs to be. Just because the child wears a certain halloween costume doesn't mean the parents don't know how to raise their children. I think the problem is we have too many people that are way too conversative for the times and should let children dress more modern. I have 2 children of my own and I would let them wear that but I would definitely tone down the makeup. Also you have no right to judge these people about how they parent. I would like to see you try to make every correct decision with cameras in your face 24/7.

This is way too short and the costume in general is completely in appropriate for her age. I would never let my daughter out of the house in an outfit like this. As a matter of fact in wouldn't even make it out of the store, why because I'm the one who pays for Halloween costumes and other clothing. Time to stop trying to be friends with your children and act like parents.

seriously? for a nine year old girl this is completely inappropriate. I'm 17 and i might where this but shes 9 rs old! Especially since shes going to have her picture taken and posted everywhere, the parents should have thought and chose something a little more age-appropriate.....i mean if the dress wasn't so damn short it would be a differnt story but she looks like if she were to bend over her ass would fall out..how is that appropriate for a little girl, and people wonder why kids are losing their innocense earlier and earlier in life..its because they let things like this slide by like its ok.

Noah seems like a great kid, but she is dressed as if she was well over her age, even if my child BEGGED me to let her wear that, I would NEVER endorse that kind of behavior, it would even be fairly discusting even for an adult. Well that's really all I have to say about the subject.

OMG I am truly disgusted. I am 23 and have a 2 1/2 yr old. I would NEVER allow my daughter to dress like that when she's older. I agree with a previous poster. Any parent who condones this should never be allowed to have children but it's not the child's fault and if they are hurt then EVERYONE should still be horrified and deeply saddened.
