Business leaders from chambers of commerce across southern California, small business leaders and even local unions are relieved that Governor Schwarzenegger signed AB 827 Sunday evening, October 11 just hours before a midnight deadline.
The organization Yes on 827 (formerly SB 696) says the measure will reinstate the emissions credits bank at the South Coast Air Quality Management District (SCAQMD). That bank allows for free air permits to essential services such as fire stations, hospitals, schools, public works and others as well as small businesses.
An estimated 65,000 jobs were impacted by a lawsuit that forced a moratorium on those air permits. SB 827 reverses the lawsuit decision.
The emissions credit bank can re-open on January 1, 2010.
The bill was signed Sunday evening. Governor Schwarzengger had threatened to veto more than 700 bills if lawmakers did not reach an agreement on California’s water issues revolving around the Delta.
