4 Jacksonville, FL
5 Memphis, TN-MS-AR
6 Raleigh-Cary, NC
7 Louisville/Jefferson County, KY-IN
8 Houston-Sugar Land-Baytown, TX
8 Birmingham-Hoover, AL
10 Atlanta-Sandy Springs-Marietta, GA
Also analyzed in this report is the percent of funds each state spends on pedestrian and bicycle safety and infrastructure in relation to the pedestrian death rate, Table 5. States that spend the least and have the most deaths are ranked as:
