It's a rare city that has a special bike parking for the director of the department of transportation. Then again, Boulder is no Scranton. Home to one of the few accredited Buddhist universities in the United States, the city has the sort of progressive transportation master plan that drives conservatives mad. With more than 300 miles of bicycle infrastructure, the city boasts an impressive 8.8 percent bicycle mode share, one of the highest in the nation. Presumably, it's Tracy Winfree who has been enjoying the V.I.P spot on this particular rack.
