The idea was to challenge emergency responders to handle a situation that they have never experienced to help them practice implementing new solutions to deal with new problems.
Why was zombie apocalypse cancelled?
Some in Quebec had complained that the simulated zombie attack amounted to wasteful spending. As a result of complaints, the new training scenario will simulate a flood. The flood training exercise is not expected to be substantially cheaper than the zombie apocalypse scenario, but officials said that the attention over the zombie attack detracted from the seriousness of the project.
