That’s what Dogs Deserve Better, a national group committed toward giving a “voice for chained and penned dogs” wants to know.
Pastor Jones, a Baptist minister in Milton, Pennsylvania keeps his senior dog, Cookie, chained to an outdoor plastic kennel. DDB has photographs of Cookie living in “mud and feces with overgrown nails.”
Dogs Deserve Better has been threatened by the man of the cloth and have enlisted the help of the town mayor and police.

(c) Cruelty to animals.--
(1) A person commits an offense if he wantonly or cruelly illtreats, overloads, beats, otherwise abuses any animal, or neglects any animal as to which he has a duty of care, whether belonging to himself or otherwise, or abandons any animal, or deprives any animal of necessary sustenance, drink, shelter or veterinary care, or access to clean and sanitary shelter which will protect the animal against inclement weather and preserve the animal's body heat and keep it dry.
Dogs Deserve Better is deeply concerned about this senior dog’s welfare and has already lined up a foster home where she can begin to live out her remaining years in comfort and indoors.
DDB asks for public support to convince Pastor Jones to give Cookie up and allow her to live a better and happier life.
