Woman faces possible jail time if she refuses to give up her dogs

Silver Grove, KY - Many dog owners consider their companions to be more than simply canines - they are instead, viewed as treasured members of the family. Family is how Wanda Moran sees her 6 dogs and her loving perception of her dogs may force her to face jail time.

According to WLWT News 5, the Campbell County Dog Warden wants Moran to give up four of her 6 dogs because Silver Grove regulations specify that residents may own no more than two dogs.

Apparently, this sticky situation arose after some customers at the nearby Dari-Bar complained about barking from Moran's dogs. The dogs are all kept inside the home at night, but are outdoors during the day, and they occasionally bark.

Moran is hopeful that a compromise can be made because several of her dogs are seniors. She states that she would like to keep her dogs until the older ones pass away, and then keep those that remain without replacing any that have died.

In light of too many stories about irresponsible, negligent dog owners that are allowed to keep dogs, despite horrific conditions, it seems that the dog warden could make an attempt to work with this loving dog owner, rather than against her.

Time will tell what will happen in this situation. Wanda Moran has been given until Sept. 7 to make a decision...allow four of her family members to be taken away, or go to jail.

    Can't she apply for a "status" like as a kennel, boarding facility,rescue, or something like that? Most laws have loopholes she needs to find one! I don't know what her real situation is but 6 dogs for one person to care is ALOT. I wish her the best but jail will allow her no dogs so she needs to think of a way out if any.

    I hate to see this happening to a loving dog person. If i was her i would give the dogs to a friend to keep then tell the city then i had re-homed them after the dust clears i would bring them back keeping 2 out side at a time. That is if i could not get a kennel license i know that here in Seattle they are not that hard to get.

    If ALL 6 Dogs are HEALTHY, WELL TAKEN CARE OF, WELL LOVED AND ARE IN GOOD SHAPE, PHYSICALLY AND MENTALY, Than I think they should work with her on this situation!!
    Several of them are older, so there calmer and quieter!!!!!!
    It would be TERABLE if they had to be seperated!!!!!
    The Dogs all have been together for ears probably and they should all statry together!!!!!!

    Is there any family that could take the dogs while she applies for a small kennel license. Or maybae friends could help this lady out. It seems like the people that are sent to help can't help util its too late for the animals why isn't there something the Humane Society or a rescue group could do to help.

    I think that if she applied for a small kennel or rescue license, her neighbors would still pitch a bitch..... even if it is only ONE person. A Dari-bar? That sounds like a place that is a fast-food ice cream DairyQueen type of place that customers don't hang out for any length of time anyways. Some people need to learn compassion.

    Here where I live we have limits too. 3 pets total in city limits, 5 dog limit in the county.
    Animal control doesn't really care or enforce those limits UNLESS there is a continuous problem such as complaints, the animals are not being taken care of, etc. Since these dogs are being well taken care of the Animal Control needs to lighten up.

    Did this woman know about the limits when she brought the dogs home? If so, shame on her for putting them at risk. That being said, it serves no purpose to put her in jail. Slap a fine on her and start working something out. Waive the fine if she agrees to work with a behaviorist to quiet the dogs a little more. Nobody likes to listen to barking dogs all day long but nobody wants to deprive a dog of a loving home either. Especially senior dogs, which have virtually no chance at being adopted. Do not separate this family unless the dogs are in danger!

    I think the dogs should be "grandfathered" in with the understanding that she won't get more, AND she should keep them indoors when she is away. Dogs are too vulnerable to interference from ne'er-do-wells when they are left outside, unsupervised. If they aren't outside when she is not there, they will not bark uncontrollably, and the problem will be solved.

    What is wrong with this Silver Grove dog control.How ridiculous.Back in the ice age.I have 4 dogs and they are my fur kids to me.In Australia where I live there is no limit on dog ownership as long as they are vwell cared for an no one complains.People are given up to 5 warnings.What is this councils problem.Wanda Moran can solve this by keeping the dogs inside when she is out and about and the stupid gistarpo council/dog conrol needs to lighten up because her dogs are obviously very well care for.The arsehole neighbours need to mind thier own business as long as she controls any potential barking there should not be a problem!!

    wow ..this is really scarey..just take your dogs away cause they bark....i know she has too many and that she left them outside all day,....she may not have been aware of the law until someone complained...I hope they dont take then away to a shelter..as the old dogs with get passed over...this is too cruel

    We just had a dog hoarding situation here where 63 dogs were kept locked in a house on someone's property..he said he fed and watered them, but they were filthy , not socialized , diseased and fighting with each other..the conditions were deplorable and many had to be put to sleep, the owner thought he was "rescuing" them....the local council knew about it after receiving several complaints but choose to do nothing until recently. I'm not even sure if the idiot who kept them received a fine or jail time..and to hear of some woman who loves her dogs and keeps care of them facing jail time? it just doesn't make sense...what is the matter with this Dog Warden to threaten her with jail time? i know she is in violation of a bylaw (i myself have 5 dogs who all live inside) but there has to be a compromise where she can keep her dogs and once they pass away , not get anymore..with so many unwanted animals in the shelters does it really make sense to take away 4 dogs from a loving home and put them in an overcrowded shelter? Even if she gave them to family members or whatever they are senior dogs who are going to suffer being taken away from their owner... I really hope this situation is resolved in her and her pups favor.

    This is SICKENING! This is why we need to fight to get archaic laws changed that classify our animal family members as 'property". This is why I hate small towns too. The people working for small towns including the police, have nothing to do usually so they harass people for no reason if they are they kind of creeps who think that sort of thing is "fun". As a short term solution, if I were her, I'd get the heck out of there. Who wants to live someplace like that anyway? If she owns her house, then rent it out till it sells. But you could live someplace where people have more important things to do than bully pet owners.

    We all know what will happen to these innocents if taken away from Wanda. Older sentients get passed over, younger ones deemed dangerous (even though they have been taken from their environment and frightened) etc, etc. Hopefully friends and family will help this lady out with her dilemma. These "council" members are as low on the scale of humanity as low can get. Kill rather than aid!

    I love my pets and understand the emotional conflict. However, I love my pets enough that I would never choose to live somewhere that they could not. She has clearly disregarded local law and put her pets in jeopardy because of it. If she really wants to keep her family together, she needs to do the responsible thing and find friends/family/fosters to keep her dogs until she can relocate somewhere that they can be together.

    This is horrible. Why would they do this to this lady. She is giving them a good home. So many animals have no home and so many live in homes that they are mistreated. It is crazy.

    I don't think we can point the finger at Animal Control and say, "What awful people they are, doing this to this nice old lady and her dogs."

    But I don't think that really matches up with the facts. In fact, Animal Control has been called in after complaints that the dogs are barking. Of course they're barking if they are kept outside in the yard, unsupervised, all day long. That's what dogs dog.

    If you live in a town or near neighbors, you have to be respectful of them, too. Nobody wants to live next to someone whose dogs bark all day long because they're left outside. Nobody wants to live next to the neighbor whose idea of "exercising" the dog is just opening the door and letting it run out. It's people like her that are causing problems and that are the reason why there are so many (stupid) laws affecting the rest of us.

    If she were outside with her dogs and stopped their barking when it occurred, it would have never been an issue and Animal Control would have never been called. If she had the allowed legal limit of dogs for her town, there would be no issue, either.

    Why is it that people break the law and then complain about the repercussions? Makes no sense.

    Mauser Girl 6 You hit the nail on the head. Don't break the law and there won't be any problems. I would hate to have a business in a small town and have my customers complain because Wanda the dog lover (hoarder) won't respect the laws. Wanda needs to have compassion for her neighbors too. I can't believe this is even an issue. If Wanda goes to jail it is her choice. Some people are saying let them die off and don't let Wanda get anymore. WHAT? Try telling a policeman next time you are pulled over; I wasn't aware you couldn't speed Mr. Officer. Just let me break the law and speed until I die, then you want have to pull me over anymore. Obviously she isn't controlling her dogs being a nuisance or this wouldn't have come to head. Think about it people.

    I had started a petition on Care2 for Wanda and t help her keep her dogs. Yes she is over the legal limit and the complaints about the barking dogs are coming from the people who visit the ice cream shack (which is only open 5 months out of the year) She has had over the legal limit for at least 5yrs. and nothing was done. The city has known she has over the limit but had no problem with it when she buying her 6 city licenses for the dogs. She has said she will no longer replace the dogs when they pass. And they will as the ages of 3 of the dogs are 14,13 and 12. For the city to take these dogs away from a women who has spayed/.neutered vaccinated and licensed the dogs just to euthanize them (cause we all know the success of animal controls and senior dogs) is just criminal.

    I think the whole thing is ridiculous. Wanda has already said that, as the senior dogs die, she won't get any more. What more can she do? It's a terrible thing to ask a dog lover to do.

    Leave Wanda alone, she has stated that after the elderly dogs pass away that she would not retrieve anymore. You government parasites are the ones that are the plague to tax-paying society....
