Police charged Ms. Rosaland Cintron, 24, with pedestrian under the influence of alcohol after her brush with death about 12:30 a.m., Ms. Sorrow said.

A crowd of people were downtown when the woman darted across Broad Street, causing motorists to slam on their brakes to avoid hitting her, Ms. Sorrow said.
