Luckily there are a couple of tools to help you do just that.
Twitter Advanced Search - near the bottom of the page you'll see a subhead called places. Just enter in Hartford or any other location to see what's getting posted.
Trendsmap - when you pull up the webpage, you get a giant map of the US with a word cloud of the hottest topics as an overlay. You can then zoom in and an check out what's popular in your neck of the woods. While you can't go so specific as say, Bristol vs. Newington, you can get some useful information.
Nearbytweets - this site pulls up a map with a radius showing a preset area of about 15 miles. It pulls up actual real-time tweets from users nearby. You can use this to connect with others in your area who seem interested in the same topics.
Try any of those tools to make social media local. You might wind up connecting in the real world as a result.
