What is the 'new evil' in 'The Walking Dead' season 4?

Last season the Governor was the villain and was finally dealt with permanently during the prison battle between his new followers and Rick's group. This leaves fans wondering if there will be a new enemy and if so, who or what could it be. On Feb. 14, WetPaint reported that Gale Anne Hurd had a few things to say about the "new evil" that the characters will be faced with.

Warning: If you do not want to know "The Walking Dead" season 4 spoilers, then stop reading.

The "new evil" could be made known as soon as episode 10, titled "Inmates." It is interesting that the title references incarceration now that everyone is out of the prison. It seems to suggest that some people may be trapped. It doesn't necessarily mean that someone will put them behind bars, but they could be imprisoned in a psychological sense.

Gale Anne Hurd told FearNet,

“As always, the growing number of zombies remains a tremendous threat because they are on their own, exposed, and vulnerable because they are no longer behind the walls of the prison.”

However, the walkers may not be the only threat. She added,

“There are also people, perhaps, just as evil as the Governor out there.”

Robert Kirkman has said that Negan, the villain from the comic books, will not appear this season, but that doesn't mean there won't be someone else. A new character named Gareth will be introduced and very little is known about him. Somehow the name Gareth doesn't bring fuzzy bunny rabbits and group hugs to mind.

Hurd wouldn't say anything more about the "new evil." She stated,

“I can’t go into exactly what form it takes, but as the show has always proven, there is no such thing as ‘smooth sailing’”

The fact that she calls it a "new evil" suggests that it is something fans haven't seen yet, which rules out it being related to the walkers. However, her using the term "what form it takes" makes one wonder if it is something human or something else. After all, the first half of season 4 brought a deadly flu instead of a human threat.
