Category 3 is where a large number of the cars on display at Wegmans would be listed. This includes cars with new paint, but may have some incorrect parts, is not a daily driver but is mechanically sound for a long tour. Typically this category vehicle won't have any visual flaws and is considered good as opposed to excellent.
Many cars seen at the weekly cruise fall into category 4. These are cars that are driven daily with some visible flaws, to include some pitting and scratches on the chrome or paint, and interiors that are worn with maybe a cracked dash or split seams in the seat.
