Lots of patching going on this week, eh? WAR was not to be left off the list of MMOs that made big changes.
The most important change, in my view, was reducing the number of hours players must spend in PVE encounters to get the gear they need to successfully do the PVP encounters.
This is being accomplished via a medallion system. It sounds pretty nifty, allowing players to combine lower level types of medallions into higher value medallions (and break down the bigger ones into lots of smaller ones). Dead players will drop these things, and participating in zone captures, objective raids, and battlefield contests will also net you these medallions.
A parallel system has dead players dropping tokens that can be traded for rams, ballistae, and potions.
(Whether or not these systems work to drive people to do more RVR entirely depends on efficiency. People will stick with the PVE grinding, despite bitching about it the entire time, if that's the way they can get the gear in less perceived time with fewer people and less running around.)
A keep upgrade system that was successful in DAOC has been patched in.
All in all, there are a ton of what I'd call "polish" fixes in this patch, that will make the interface smoother and the game far more accessible. These changes, with any luck at all, will drive people to the PVP areas with greater frequency and address the "critical mass" issue (and forestall future server merges and closures). Many members of the WAR team have been throwing their hearts into their work, and it shows.
