Volusia drug ring arrests target alleged heroin operation in Deltona

A Deltona-area heroin operation was shutdown with the arrests of 17 people Thursday, according to the Volusia County Sheriff’s Office. The arrests were made by the Volusia Bureau of Investigation, after the Sheriff’s Deltona drug unit learned where the heroin was allegedly being packaged for distribution. Volusia Sheriff’s Office spokesperson Gary Davidson says agents found out that a house on Boxelder Street was being used to move around one to two kilos of heroin a month.

Investigators believe the leader of the drug ring was 37-year old Antonio Cruz Junior, of Deltona, who allegedly operated out of his home and a cabinet business in Orange City. He was charged Thursday with Conspiracy to Traffic in Heroin, two counts of Possession of a Place or Structure being used for Sale of a Controlled Substance, and Unlawful Use of a Two-Way Communication Device to facilitate the Commission of a Crime. His bond was set at $190,000 according to Davidson.

The Sheriff’s Office says they also made “…numerous undercover purchases of heroin from [the drug ring members]…” during their investigation. They say they learned that some of the heroin was being brought in from Orlando and Puerto Rico. In one case, after a surveillance operation, Davidson says a car was stopped after leaving the Boxelder Street residence and agents “…found 122 bags of heroin in the vehicle.”

Agents with court orders also searched seven homes in Deltona Thursday, along with one in New Smyrna Beach, and the cabinet business in Orange City. In addition, a search of a hotel room Thursday where the Sheriff’s Office says some of the defendant’s had stayed, turned up six pounds of marijuana, a small amount of heroin, and six guns. The Sheriff’s Office says it is estimated that the ring made anywhere from $60,000 to $120,000 a month. Davidson says there are also warrants for “…another dozen people who’ve been linked to the drug trafficking organization.”

The Sheriff’s Office says those arrested Thursday and their charges include:

  • Luis F. Casellas, 55, (DOB: 6/27/59), Deltona. Delivery of heroin, conspiracy to deliver heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $40,000 bond.
  • Javier DeJesus Cotto, 37, (DOB: 12/7/76), Deltona. 5 counts of delivery of heroin, possession of a place or structure being used for the sale of a controlled substance, conspiracy to deliver heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $140,000 bond.
  • Jose Antonio Cruz, Jr., 34, (DOB: 7/6/77), Deltona. Conspiracy to traffic in heroin, 28 grams or more, 2 counts of possession of a place or structure being used for the sale of a controlled substance, unlawful use of a two-way communications device to facilitate the commission of a crime. $190,000 bond.
  • Miguel Angel Cruz, 63, (DOB: 01/20/1951), Deltona. Delivery of heroin, possession of a place or structure being used for the sale of a controlled substance, conspiracy to deliver heroin. $50,000 bond.
  • Angel Luis Cruz Collazo, 35, (DOB: 10/30/78), Deltona. Conspiracy to traffic in heroin, 28 grams or more, 2 counts of delivery of heroin, two counts of possession of a place or structure being used for the sale of a controlled substance, unlawful use of a two-way communications device to facilitate the commission of a crime. $240,000 bond
  • Luis J. Collazo, 48, (DOB: 3/31/66), Deltona. 2 counts of delivery of heroin, conspiracy to deliver heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $60,000 bond.
  • Josuel Martinez Garcia, 34, (DOB: 3/11/80), Deltona. Conspiracy to traffic in heroin, 28 grams or more, unlawful use of a two-way communications device to facilitate the commission of a crime. $160,000 bond.
  • Harif Javier Jimenez, 45, (DOB: 7/25/69), Deltona. 3 counts of delivery of heroin, possession of a conveyance being used for the sale of a controlled substance, conspiracy to deliver heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $100,000 bond
  • Anthony E. Martinez, 39, (DOB: 08/21/74), Deltona. Delivery of heroin, possession of a conveyance being used for the sale of a controlled substance, conspiracy to deliver heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $50,000 bond.
  • Edwin Rivera Morales, 28, (DOB: 4/16/86), Deltona. Conspiracy to purchase heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $20,000 bond.
  • William John Niewieroski, 29, (DOB: 4/1/85), Port Orange. Conspiracy to purchase heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $20,000 bond.
  • Roberto Miguel Ovalle, Jr., 35, (DOB: 7/1/79), Deltona. Conspiracy to traffic in heroin, 28 grams or more; unlawful use of a two-way communications device to facilitate the commission of a crime. $160,000 bond.
  • David Pena, 36, (DOB: 2/13/78), Deltona. Conspiracy to deliver heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $20,000 bond.
  • Julio A. Suliveras Santiago, 35, (DOB: 9/7/78), Deltona. Conspiracy to traffic in heroin, 4 grams or more, trafficking in heroin, 4 grams or more, 2 counts of delivery of heroin, 2 counts of possession of a place or structure being used for the sale of a controlled substance, unlawful use of a two-way communications device to facilitate the commission of a crime. $390,000 bond.
  • Militza Morales Santiago, 41, (DOB: 5/14/73), Deltona. Delivery of heroin, possession of a place or structure being used for the sale of a controlled substance, conspiracy to deliver heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $60,000 bond.
  • Jannelle R. Secor 31, (DOB: 1/17/83), Deltona. Delivery of heroin, possession of a place or structure being used for the sale of a controlled substance, unlawful use of a two-way communications device to facilitate the commission of a crime. $50,000 bond.
  • Lev Treybich, 41, (DOB: 12/29/72), DeBary. Conspiracy to purchase heroin, unlawful use of a two-way communications device to facilitate the commission of a crime. $20,000 bond.

Other agencies assisting in the investigation with the VBI and Volusia County Sheriff’s Office included the U.S. Drug Enforcement Administration, the FBI Safe Streets Task Force, the Attorney’s General’s Office of Statewide Prosecution, the East Volusia Narcotics Task Force, the West Volusia Narcotics Task Force, the State Attorney’s Office and the Volusia County Sheriff’s SWAT team.

Participating agencies in the VBI include the Volusia County Sheriff’s Office, Florida Department of Law Enforcement, the Attorney’s General’s Office of Statewide Prosecution, Daytona Beach Police Department, Daytona Beach Shores Department of Public Safety, DeLand Police Department, Edgewater Police Department, New Smyrna Beach Police Department, Homeland Security Investigations and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
