Utah Senator Robles holds simultaneous Utah and Mexican Government Offices

Often referred to as a "political newcomer", Utah Democratic Senator Luz Robles (UT-1) is described by legislative intern Drew Martinez as "an immigrant from Mexico" who "came here in 1996 to attend the University of Utah, where she earned a bachelor's degree in business marketing and a master's in public administration..."  Martinez's January 15, 2009 blog post continues to detail an impressive list of local affilations and boards served on by Senator Robles.  The blog also concludes "[S]he [Robles] really is an exceptional public servant.  She's not your typical Utah legislator.  She's first off a woman.  Also she is a minority in both race and political party..."  Mr. Martinez leaves out some other facts that by all accounts, were also unknown by voters during the election that pushed Senator Robles in the political arena.  Indeed, Senator Robles is not a political newcomer at all.  In fact the Senator is a seasoned veteran, having previously held elected as well as appointed offices, in the Mexican government.

It is important to note that Senator Robles is a naturalized United States citizen and part of that process entails taking an oath of allegance to the United States, the text of which is:

"I hereby declare, on oath, that I absolutely and entirely renounce and abjure all allegiance and fidelity to any foreign prince, potentate, state, or sovereignty of whom or which I have heretofore been a subject or citizen; that I will support and defend the Constitution and laws of the United States of America against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I will bear arms on behalf of the United States when required by the law; that I will perform noncombatant service in the Armed Forces of the United States when required by the law; that I will perform work of national importance under civilian direction when required by the law; and that I take this obligation freely without any mental reservation or purpose of evasion; so help me God."  source

 A chronology of Senator Robles' relevant political affiliations and career in the United States is:

  • Senator Robles was appointed as the interim Director of the Utah Office of Ethnic Affairs from July, 2005 to November, 2005;
  • Senator Robles was appointed as the Director of the Utah Office of Ethnic Affairs in November, 2005 where she served until September, 2007, when she resigned to accept a position with Zion's Bank;
  • 2008 Senator Robles becomes the Democratic candidate for Utah Senate District 1 and participates in the conventions and process in the Spring;
  • November 4, 2008 Senator Robles is elected to the Utah State Senate;
  • January, 2009 Senator Robles is sworn into office; and,
  • February 6, 2009 Senator Robles' "Conflict of Interest and Renumeration" statement is received by the Utah Secretary of State and lists only Zions Bank as a potential conflict; 

What has not previously been reported or disclosed is the following chronology of Senator Robles' political career with the Mexican government:

  • In September, 2005 Ms. Robles was elected through an electoral process conducted by the Consulate of Mexico to a three year term in the "Consejo Consultivo Del Instituto De Los Mexicanos En El Exterior" (CCIME).  The CCIME was an advisory commission created by Mexican President Vincente Fox and placed in within the Ministry of Foreign Affairs of the Mexican Government.  source;
  • Ms. Robles held her elected position from 2006 through 2008;
  • During her tenure with the CCIME, Ms. Robles attended at least seven (7) conferences and served as the Coordinator for CCIME the Legal Affairs Commission for three (3) conferences and as a member on the Political Affairs Commission for three (3) conferences;  source
  • Ms. Robles attended her 6th conference after having won election to the Utah Senate and her 7th as an observer after being sworn into the Senate in Utah;
  • Three of the conferences attened by Ms. Robles were held at the Presidential Residence in Mexico;
  • During the November, 2007 CCIME conference, Ms. Robles was the featured speaker.  speech
  • At the November 10-11, 2008 CCIME conference, Ms. Robles was the moderator for the "Estados Emergentes" meeting, which was also attended by MALDEF (The Mexican American Legal Defense and Education Fund). link

A review of the CCIME website and documents is replete with references to Senator Robles attending and participating in meetings, policy decisions and other official functions both while she was the Director of the Utah Office of Ethnic Affairs and after she had won election to the Utah Senate.  link

This is a case where the existence of impropriety cries out for an investigation by the Utah Senate Ethics Committee and possibly the Utah Attorney General.  The next time Senator Robles takes the floor of the Senate to debate SB 60, Utahans will have to ask, "exactly which constituents is Senator Robles speaking for, Utahans or those in the CCIME?

    I agree that it does warrant ethics investigation, however I'm not sure Utah's AG would be of much assistance. He was the recipient of an award from Pres. Vincente Fox and has been "negotiating" behind the scenes with Mexico. Since when are negotiations (e.g. treaties) a state matter? That is Constitutionally exclusive to the federal government.

    The whole story is about a dual citizenship, which is unlawful in the USA.

    Excellent article Dan and a lot of research. Question I know a guy that is a resident in AZ and we he went back to mexico to visit and did some business he had to get a Mexican citizenship ID in order to do any business. Does Robles have a citizenship with them to? I agree a big time conflict no way. Utah is fighting immigration laws right now and I don't think she will be in favor of anything the States whats. My opinion.

    I was reading about this woman yesterday and see she is working very hard to open the gates for illegals and/or bringing more and more Mexicans into Utah.......It is clear to me this woman has a Mexican Agenda here in the U.S.......We have Raul Grijalva here in Southern Arizona (and his daughter) and others......WAKE UP UTAH!!!!!

    The Loyalty of this individual is questionable at best and needs to be looked into by an investigating body of the State of Utah if not the Fed. It doesn't surprise me though as I had a similar type guest on my show and all they wanted was Social Justice and Open Borders.
    We need to begin to recognize the fact that we're being invaded by if not a Foreign Power at least it's Citizens and must Lock Our Borders Down both State & Federal as to who gets in and also who serves us or do they. God Bless You; Van the Radio Man

    Catholic/Catholicism brings to mind the 1000 yrs inquisition that murdered millions of Christians. No! they are not Christians just Catholics with a hint of Christendom. Constantine pooled all of the then pagans into one unit including their gods, statues, pointy hats and pointy shoes.

    The Catholics and especially Ted Kennedy protected the Irish Catholic Illegal Aliens, which presently number about 50,000. There are many Irish Catholics in Congress now as opposed to two in the foundation of America. Catholics were not Christian Americans friend then or now. Remember if it were not for Queen Elisabeth and people like Martin Luther we would still be under the INQUISITION of savage murders and THAT is history.

    The Irish Catholic Congress has traded 30 million Illegal Aliens of which 80% are from Mexico. Now how deep do you want to go with facts in place of your Catholic Propaganda?

    They should strip her from office, and yank her citizenship, then deport her. As part of her oath she affirms that she is of good, upstanding moral character, which she obviously is NOT. She's a liar, she's falsified federal documents, she worked for a foreign government, and probably billed our government for her travel. So basically she's a Mexican traitor all he way around, and it's been documented very, very well, with her own signatures and sworn oaths. Arrest her, and then find her guilty and execute her like we would any other spy, and traitor...Problem solved!

    I am Catholic and I am partly Hispanic. And, I am an American citizen, born in Fort Bragg, and whose father can trace his lineage all the way back to the American Revolution. I love this country. I give my life to this country by working hard, trying my best to be a G-dly man, and, if need be, fight for this great country. So, I look at this lady who is Catholic and Hispanic and I say "Get the Hell out!". Since she is a part of the Mexican establishment, she is corrupt with narco dollars. Let's not mince words. I can tell you horror stories from my mother side of the disgusting butchery that they call government from the South and we must pray to our Lord and Saviour that this bloody mayhem, that is, south of border model of governance, never reaches our great country.     She clearly is representing Mexico and Mexicans first. Since her loyalty is to Mexico first, renounce her US citizenship and send her to her home of allegiance - Mexico.

    I am a proud American citizen. USA is my home. Hispanic is my heritage, but I am NOT a Hispanic-American. I am a AMERICAN! USA first - it is my families home, and the country we have served in the US Military!

    This woman is NOT an American first, therefore she is unfit to reside in OUR country! Remove her US citizenship and send her home to Mexico!

    I'm a naturalized American of Hispanic descent as well. It amazes me how these people get elected without anyone discovering all this dirt about them. Did she run unopposed? I would think her ties with Mexico would have come in handy to her opponent.

    Another thing I don't understand is why people are allowed to have dual citizernship (which I bet she has). When I took my oath of citizenship, I clearly had to state that my allengience would be to the U.S. and no other country and that I was giving up any other previously-held citizenships. Why doesn't U.S. Immigration take away U.S. citizenships from those that hold citizenship in other countries? Other countries should feel the same. I know of someone that used to fly to his country of birth and of which he still held citizenship in just to vote in their elections. I wouldn't think they would want outsiders electing their governments.
