United States and Russia resolve differences over Syria's chemical weapons

According to Aljazeera America, September 26, 2013, the United States and Syria have come to an agreement with respect to the issue of Syria's chemical weapons. The article highlighted statements by Russia's Foreign Minister Sergey Lavrov to the effect that both the United States and Russia have reached an understanding on a draft of the United Nations Security Council resolution "to deal with Syria's chemical weapon stockpile."

The agreement was confirmed by the United States ambassador to the United Nations, Samantha Power on her Twitter account.

The draft UNSCR establishes that #Syria's use of CW (chemical weapons) is threat to international peace & security & creates a new norm against the use of CW."

The agreement is seen as a major breakthrough because both the United States and Russia have been at an impasse over the resolution to the Syrian chemical weapons issue. The agreement also is seen as a clear path to a larger vote by the rest of the Security Council which has fifteen members. This agreement uses precedent to curtail the use of chemical weapons and it mandates that Syria surrender its chemical weapons.

A State Department spokesperson advised that Assad will sustain consequences if he does not agree to the terms of the agreement. The possibility of sanctions against Assad was mentioned; however, the panel decided to make this determination at a later date.
