Undersanding leash reactive dogs

Walking down a Baltimore street, one might meet any number of leash reactive dogs. These are the dogs who are walking calmly one minute and the next are straining at the end of the leash, trying to get to a passing dog, bike, person or squirrel.

A leash reactive dog is not an aggressive dog. Understanding this is the first step towards "fixing" the problem. While the dog may not be aggressive, the dog does have a problem that the owner should work towards fixing.
