Two arrested at home where boy, 4, drowned in dirty pool in Clayton County

Clayton County police have charged two men after a 4-year-old boy drowned in their pool, officials said.

A 4-year-old boy from out of town drowned Wednesday at a pool in Jonesboro, and police have arrested two of the residents on drug charges.

Harold Carter, 59, and Robert Carter, 64, were charged Thursday with possession of marijuana and distribution of marijuana, according to Clayton County police.

“They admitted to being under the influence of marijuana at the time of the 4-year-old's death,” police spokeswoman JaQuitta Williams said. She has identified the child as Donovan Daniels.

The call came in at 5:35 p.m. Wednesday that the 4-year-old boy had fallen into a pool at a home on Winding Way Lane, police said.

Officers from three jurisdictions responded to the scene and entered the pool, which they said was filthy, to search for the child, Officer Ashanti Marbury said. It's unclear how long Donovan was under water before the officers found him and removed him from the pool.

Clayton County EMS arrived and immediately attempted to resuscitate the child who was then transported to a local hospital where he was pronounced dead.

Donovan and his family are from out of state and were visiting family at the Jonesboro home, police said.

While at the scene, officers smelled marijuana coming from the house, and a subsequent search turned up 40 to 60 marijuana plants, according to media reports.

The two were arrested and transported to the Clayton County jail where they remained late Thursday morning, Williams said. The two may face additional charges once the investigation is complete, officials said.
