Statistically, NHTSA approximations that by installing lap/shoulder seat belts on over-the-road (“city-to-city”) buses will save 1.7 to 9.2 lives per year. It further assesses the cost of adding lap/shoulder belts as $2,110 per vehicle, with lifetime fuel costs due to amplified weight of the bus as an extra $794 to $1,077 per vehicle.
NHTSA said their standards agenda was published in the Federal Register on November 25, 2013 and take effect in 3 years for all current buses sold, and do not include retrofit obligation for current buses.
