Toxic Deluge from the "Eternal Bargain" deck is one of the newest "Magic: The Gathering" cards in Wizards of the Coast's upcoming "Commander (2013 Edition)." This black rare sorcery can wipe out the entire battlefield for just three mana, however you'll end up paying a heavy price in life.

As an additional cost to cast Toxic Deluge, pay X life.
All creatures get -X/-X until end of turn.

Unlike Mutilate Toxic Deluge doesn't care how many swamps you control. One way to abuse Toxic Deluge might be to play with creatures that have a very high toughness. It won't matter if their power isn't much if they're the only creatures on the battlefield after all your opponent's creatures die from this nasty plight.
At just three mana Toxix Deluge may see play in other eternal formats like Legacy too. It's an "expensive" main deck answer to Progenitus in a color that has edict effects, however it can devastate a myriad of creature based decks with a minimal loss of life. There's a ton of powerful creatures in the format that have a toughness of one: Dark Confidant, Grim Lavamancer, Noble Hierarch, and ect.
It's important to note that the life you pay to play Toxic Deluge is an additional cost, making the card risky against decks that run counters.
One interesting combo with Toxic Deluge is its interaction with Death's Shadow.
