Total Power Corrupts Totally

In the Gulf of Mexico there exist over 3,500 producing oil & gas facilities and over 300 drilling rigs. Onboard these facilities and rigs are PIC's - Persons In Charge , totally.

These Persons In Charge rule the facility , operations , personnel , basically everything onboard the facility or rig including the record keeping and information coming and leaving the facility or rig.

These Persons In Charge have the ultimate responsibility for accountability , profitability , operations , and regulatory compliance to the owners of the facility and the government. On a daily basis the profitability can be seen in a clean black and white spread sheet, which cannot be played with or altered, the famous saying offshore is numbers don't lie.

However when it comes to regulatory compliance to federal laws , the numbers do lie, that is because the person responsible for reporting those numbers is the Person In Charge and he has the ability to manipulate those numbers as he wants, because there is no separate accountability system other than the word of the Person In Charge that task were performed .

Owners of the oil and gas facilities and drilling rigs look for and promote those persons who are willing and able to make the profit and loss reports sing like # 1 hits on the radio , yet all the while are willing to keep secret the times and actions where they take in falsely reporting the times they fail to comply with the federal laws on offshore facilities and rigs.

The federal bureau responsible has been authorized to hire 300 additional field inspectors to find and report these actions, quite simply it will not be enough.

The Person's In Charge have the ability to put the person keeping or losing their jobs and for $ 70,000 a year only working 14 days out of the month and then only working 6 - 8 hours each of those days. Thats just to much of a great job for people to pass up and are willing to do what ever it takes as long as no one is looking.

And that is the way Person's In Charge on offshore facilities and drilling rigs corrupt those persons working under them , with the promise of " out here in the Gulf, there is no one watching us " and if no one sees the crime being committed then no one can convict us of committing a crime , all we have to do is keep quiet and nobody says anything,

Pretty simple rules to live by offshore and those who do not live by those rules are quickly removed from the facility and released from their employment.

Illegal Dumping and Illegal Discharging of oil and chemicals occur in the offshore oil and gas industry in the Gulf of Mexico on a minute by minute basis, in greater amounts that ever known, except by the Person's In Charge who live by the ethics of :

There's no crime committed if no one reports it.
