I came across an article on Military.com, which lists the best cities for military families in 2010. I was actually a bit shocked when my former duty station of Ellsworth Air Force Base, just outside of Rapid City, South Dakota was one of the top choices. However, I can see why it was chosen when considering the factors of suitable environments for family life.
