'The Walking Dead' season finale: Why the flashback of Rick giving Beth the hat?

"The Walking Dead" season 4 finale aired tonight, March 30, and the episode had a few flashbacks that fans were either touched by since they had Hershel in them or they were wondering what the point of them was. One flashback showed Rick taking his hat from Carl and putting it on Beth's head. Was there some significance to that?

Warning: If you have not seen "The Walking Dead" season 4, episode 16, titled "A," then stop reading.

The flashback occurred at the end of the season finale, when Rick and the group were all in the boxcar. In the flashback, Hershel, Rick and Carl were doing their planting duties when Beth came out with baby Judith. Rick took his hat off of Carl's head and told him that he needed a farmer's hat. Then he put the hat on Beth's head and said that there was a "new sheriff in town."

It seemed to be a strange flashback for what the group was currently going through. But does it have some special significance? At that time, Rick told the others that Gareth and the Terminus group were going to feel pretty stupid because they were screwing with the wrong people. Could him putting the hat on Beth and saying that she was the new sheriff mean that she could be coming in to save them?

The only problem with this theory is that some viewers noticed that Mary was wearing Beth's sweater, just like the other Terminus members were wearing Glenn's armor, Maggie's wrap and had other belongings of their group. So either they have Beth in one of the other containers or perhaps she is part of the Terminus group?

Fans won't find out until October 2014, when "The Walking Dead" season 5 airs. What are your theories on the flashback? Is Beth going to be the one who will end up saving them? Was there some sort of significance to Rick giving her the hat and saying she was the new sheriff in town?
