On Oct. 13, "The Walking Dead" season 4 premiere aired and there was quite a bit that happened. Even though some viewers say that nothing much occurred, there were a lot of little pieces that will turn into something bigger as season 4 gets further along. One part of the episode showed someone feeding the walkers rats. Who could it be and why are they doing it?

At the end of the season 4 premiere, fans saw someone shine a flashlight through the prison fence and dangle a rat in front of them. For fans that saw the trailers before the first episode aired, it showed Sasha finding the dead, bloody rats along the fence and she wanted to know who was feeding them. A lot of people assumed that it was someone from the outside, perhaps the Governor that was leading walkers to the prison by leaving a trail of dead animals. However, last night's episode shows that it is someone from the inside who is doing it.
Earlier in the episode, Patrick and Carl came across a few young girls who were naming the walkers and the boys tried explaining that the zombies were no longer people and were not alive. Then Carl asks one of the girls if she knew what the walkers do to people. She put her hand on her hip and said with no emotion and a bit of defiance that she knew. It is most likely that girl who is feeding the walkers rats. Not because she thinks they are people, like some people are theorizing, but probably because she is bored. They have been stuck inside the prison for several months now and kids often don't realize the risks that they take. She probably enjoys getting up and close to the walkers and finds it exciting since there is a fence between them protecting her.
However, a sneak peek video for episode 2 shows Rick and his group holding a fence that the walkers were close to tearing down. Also, zombies are inside the prison, which is probably due to Patrick turning into one. Now that he is a walker, he will turn others as well. While that would explain the walkers inside the prison, there were also tons of zombies in the courtyard. It is probably a combination of the girl feeding the walkers rats and Patrick turning into one.
