On "The Walking Dead" season 4, episode 3, Michonne, Daryl, Bob and Tyreese were driving when the road was blocked by hundreds of zombies. As Daryl tried to get them out of that mess, they heard a voice come over the radio say something about a "sanctuary." On Oct. 29, Wet Paint discussed theories on who the voice could be.

In the comics, the Sanctuary is run by a violent group called the Saviors. They offer protection in exchange for supplies, by they aren't as kind as they appear to be. A previous spoiler revealed that Rick and the group would make an alliance with a small group. Could that spoiler and this voice be connected?
Another option is it could be the Governor or someone speaking for David Morrissey's character. He was bumped up to a series regular, but viewers have not seen him yet in season 4. With Woodbury gone, he is probably going to want to create a new safe haven for survivors. Perhaps that is his way of building the population of a new town... or building an army?
In "The Walking Dead" season 4, episode 4 there will be two new characters. It is possible that the voice on the radio is coming from them. The voice has to be in range for the group to hear it, which means that they must be close. They are near the veterinarian school and while it hasn't been said where the two new characters will be discovered, it is possible that they could be hiding out there. But why would they say that it is a sanctuary if the hospital is filled with walkers? Maybe they are looking for a rescue?
Of course, it could just be a recording of a voice. If so, it was probably made right after the zombie outbreak, but just like so many other "safe" places, the Sanctuary could be overrun by now.
