It's not so much if they have used in the past. They need to always continue using in the present in order to be FLPs - forward looking persons - according to Dr. Bob. If our Heads of State are not "HEADS" the very survival of mankind is doomed - according to Dr. Bob.
So in other words, if the Heads of State don't get off their duffs and remove marijuana prohibition, we will all die from endocannabinoid deficiency.
Course I'm not the scientist who did the research - I'm just rephrasing a conversation I had with him.
