is epidemic.

It's a vicious circle- The more propaganda people see about it, the more likely they are to report "something suspicious".

85% of all reports are unfounded- nothing happened. Of the remaining 15%, at least half of those, nothing happened either.

The remaining 7 or 8 percent are likely "neglect" due to POVERTY. It is the SYSTEM that is out of control.

I have been challenged on my 85% figure, which admittedly I have been quoting since the year 2000, which was accurate at that time.  Since I cannot put very much info or links into the comments section, I am making this update-

Please note that you have to do some math to come up with the figures we are looking for.  The latest stats (below) now show only 38% screened out.  Of the 62% screened IN, 75% were determined NO ABUSE. [The math= 75% of 62%= 46.5%.  So 38%+46.5%=84.5%] Remember, these figure come from CPS reports to NCCAN, and I believe CPS like I believe in the tooth fairy.  Oh yes, I am saying THEY LIE.  This is required for Collecting the Federal Funding Streams.  Can't be telling the truth- that there really isn't nearly the problem the propaganda says there is.  Especially note the absurd 0% "Intentionally False" figure.  I am still willing to say that less than 5% of all reports are REAL abuse, by the definition that any sane person THINKS is abuse.

How many children were reported and received an investigation or assessment for abuse and neglect?

During FFY 2007, an estimated 3.2 million referrals, involving the alleged maltreatment of approximately 5.8 million children, were made to CPS agencies. An estimated 3.5 million children received an investigation or assessment.

  • Approximately 62 percent (61.7 percent) of referrals were screened in for investigation or assessment by CPS agencies.
  • Approximately 25 percent (25.2 percent) of the investigations or assessments found at least one child to be a victim of abuse or neglect, with the following report dispositions: 24.1 percent substantiated, 0.6 percent indicated, and 0.5 percent alternative response victim.
  • Almost 75 percent of the investigations or assessments determined that the child was not a victim of maltreatment, with the following dispositions: 61.3 percent unsubstantiated, 6.1 percent alternative response nonvictim, 5.7 percent "other," 1.6 percent closed with no finding, and 0.0 percent intentionally false.

    While I admit the system is broken, SOMEONE is abusing their kids. I see the results every day, even in my own family. I'm a victim of abuse. To say that, effectively according to the states you list, that all cases are bogus is to deny the victims their voice and to belittle their feelings and the trauma they went through. Think before you type.

    And again, I do agree that there are bogus claims and a lot of busybody types would better spend their time managing their own business rather than picking on a mom cause she fed her kids mac and cheese for the fourth time this week. At least those kids are eating.
    Another point: If the kids are neglected because of poverty, Child Protective Agencies can help parents with food and services. How is that a bad thing? I've had an open case before, and they did not take my kids. They helped, tremendously. Fearmongering is just as bad as propoganda.

    I agree with you, Heather. SOMEBODY is abusing kids. A few biological parents are. But the state destroys every life they touch.

    I am dumb-founded that somebody had a good experience with CPS. Your experience is certainly the exception, not the norm.

    I am not fear-mongering. I am EDUCATING people to be aware of what CPS is and be able to defend themselves when the false allegation comes to their door. CPS is absolutely evil, malfeasant and corrupt, and they are enemies of the Constitution of the United States.

    Did you miss the percentages? Eighty-Five percent of reports are screened out. Do you see a problem with that? They were FALSE allegations.

    Recent studies have shown that most kids would have had better outcomes if they had been left at home.

    IF CPS actually started HELPING families, I would be more than happy to shut AFRA down.

    My kids were Seized Heather. I am a good mother. Yes, there are kids that do need help. But for the 100 taken, only 2 of those are "helped". What's really happening is that CPS, CASA, Amicus, and JUDGEs found out that they could get Paid TAKING kids that are adoptable, read: not abused., the abused children - the real abused children are not the ones CPS rescues. I see it time and time again - where CPS did not have enough evidence to remove children with herpes, or repeated reports of abuse. if cps does not want to "save" a child; they won't take action. While at the same time, they will seize children who are well taken care of for NO REASON. Mine got taken (4 and 7) because I said I was being stalked by my husbands girlfriends. THAT"s it. They put my poor babies in FOSTER CARE and now they are with their DAD. Do you have any idea how damaging being removed from your home at age 4or 7 is? no one will return my children. CPS is trying to adopt them out.

    Heather,where I can understand your comments I also feel that unless you have actually had your child stolen you have no feel or care for what others are and have been through.You know why CPS took my daughter?For one she lied and accused me of abuse and they never investigated it.All she had to do was go tell a guidance counselor that did not really get to know me that I supposedly did such things as drop my daughter off places and leave her.She told her friends I beat her because I was also attacked about that and that I supposedly provided her with the alcohol that got her so drunk she ended up getting raped.But after her rape she told a police officer the guy that raped her gave her the alcohol.Victims should have a voice but the trouble is that some of the supposed victims are liars and put their parent or parents through hell and the system protects the child from facing the consequences for the lies they told.

    I have been in a situation where false allegations were made. My niece (who I had custody of) has Reactive Attachment Disorder (from prior abuse and abandonment, neglect, etc. after her father stole her from my sister). She made false allegations after coming to live with me. I know how rough that road is... TRUST ME ON THAT. But that shouldn't negate the fact that while broken, CPS does have a purpose which is ultimately good. I admit it's broken and so needs to be fixed. It shouldn't have taken 3 years to clear the matter my niece recanted after two months seeing as how the only evidence was her "word" that it had happened and then she took it back. Yes, I feel the pain of parents who lose kids. But you have to fight intelligently... not emotionally. Even when it's hard to do so.

    And I forgot to say: Leonard, I'm glad you're writing about these issues. That's why I read your column! These are important issues that every family should know about.

    But I had to just say something to temper this article becuase it did seem like with the stats you through out there (I missed the source) it seemed like you state less than 1% are real cases of abuse and just from anecdotal evidence I know it's more than that.

    I believe that the NCCPR may be able to help you substantiate the actual number of true abuse cases per 100 calls. But I think that 5% number is about right based on San Diego Grand jury reports.

    "a few biological parents". Give me a break. Biological parents are often the most responsible, followed second by step-parents that the biological parent, mostly mothers, allow in the home to sexually and physically abuse the child.

    For every 1 bogus claim there are probably 15 real ones. Children have ZERO protection from abusive parents without CPS and other agencies.
