In 2012 the Baltimore, Maryland skateboarding community was devastated when Paul “Luke” Rice and Edward William Nelson IV were killed in an auto accident off Millers Island road in Millers Island,Maryland. Millers Island neighbors the small Baltimore County suburb of Edgemere. Luke had grown up there. Everyone knew Luke and he was very well liked and respected. He was known as the unofficial “Mayor of the Mere". Luke was a skilled carpenter and an avid skateboarder. His long time friend Jason Chapman had started the Charmcity Skateshop in 1994. In 1999 Luke and Jason partnered up to create the Charmcity Skatepark. "We decided to play on our strength's. Luke would manage the new park's construction and I would maintain the shops and help with the park design and promotion!” said Jason Chapman owner and operator of the Charmcity Skatepark in Baltimore. Eventually Luke moved on to various other jobs but he never stopped skating. He returned to the Charmcity Skatepark in 2011 to build a new mini ramp. The ramp is one of the largest on the east coast and gets serious sessions on the daily!
