The angry voters speak first

Yesterday's county primaries in East Tennessee told us a great deal about what this year's climate of voter discontent means locally, and the scale of some of the results was indeed shocking, especially in Knox County:

Knox Co. Mayor (R)
Precincts Reporting: 100%  (94 of 94)

Winner Candidate Incumbent Votes Vote %
X Tim Burchett   29662 85%
  Tim Hutchison   5177 15%

I had expected that the popular State Senator was going to win, and deservedly so because of how hard he had campaigned. However, this result was almost cruel to Tim Hutchison, who had served so long as Knox County Sheriff and not terribly long ago enjoyed popularity ratings that made him one of the most popular Sheriffs in the State and certainly one of the most well-liked in Knox County's recent history. Black Wednesday sullied Hutchison's reputation, perhaps permanently, and it may be that after such a landslide defeat that Hutchison's career in elected office is effectively at a close.

What was most interesting, though, was the success of  Hutchison's protege, friend, and successor as Knox County Sheriff:

Knox Co. Sheriff (R)
Precincts Reporting: 100%  (94 of 94)

Winner Candidate Incumbent Votes Vote %
X Jimmy 'J. J.' Jones Y 23697 72%
  Steve Hart   9217 28%

J.J. Jones has come out from under Tim Hutchison's shadow. He engages voters and citizens in a very public way, and invites people to come to know him. I encountered him at the Tennessee Conservative Union Reagan Day Dinner last fall and it was obvious that he was enjoying himself and that people enjoyed being around him. He didn't come across as the stuffy law-enforcement type that some Sheriffs, however well-meaning, seem to project. J.J likes his job and the public, they like J.J.

The countywide race that I was paying the most attention to was the campaign for county executive in my own Jefferson County:

Jefferson Co. Mayor (R)
Precincts Reporting: 100%  (11 of 11)

Winner Candidate Incumbent Votes Vote %
X Alan Palmieri Y 2860 35%
  Bob Cavanah   2768 34%
  Daryl Brady   2581 31%

The Republican Primary was going to decide the county mayor's race, Jefferson Countians knew this. One of the things that I knew was that County Mayor Alan Palmieri was very beatable, but only if he had one opponent. A three-man race benefits Palmieri because he has formed a stable base that will stay with him. Both Daryl Brady and Bob Cavanah ran good-to-great campaigns, but to win both needed not only to have good early voting numbers, but a high turnout on Election Day itself, and in areas of the county where they are known to be strong-and the latter did not manifest itself.

Jefferson Co. Sheriff (R)
Precincts Reporting: 100%  (11 of 11)

Winner Candidate Incumbent Votes Vote %
X Bud McCoig   3847 47%
  David Davenport Y 3329 40%
  David Kitts   1049 13%

I have to admit that I find the seven-point difference between Bud McCoig and David Davenport surprising, as Davenport is not only the incumbent, he has his supporters among some police in our local municipalities. McCoig and his supporters blanketed the county, however, and it paid off. They were everywhere and visited everywhere, and yes, they came to my town and our drugstore. There will be a new Sheriff in town in September.

Jefferson Co. Register of Deeds (R)
Precincts Reporting: 100%  (11 of 11)

Winner Candidate Incumbent Votes Vote %
X Ed Stiner   1907 23%
  Bradley Troutman   1840 23%
  Tim Seals   1833 23%
  Diane Howard   1266 16%
  George Yardley   773 9%
  Kathy Smelcer   524 6%

Ed Stiner will likely be Jefferson County's Register of Deeds until he decides to retire. I feel badly for Ms. Smelcer because I know how hard she worked only to have 524 votes. Bradley Troutman was the face of this race, however-he was everywhere and made an impressive show in his first run for public office. You really need to consider getting into politics, son.

The other big race in my neck of the woods was the Republican Primary for Hamblen County Sheriff:

Hamblen Co. Sheriff (R)
Precincts Reporting: 100%  (18 of 18)

Winner Candidate Incumbent Votes Vote %
X Esco Jarnagin Y 4454 64%
  Brett Kilgore   2460 36%
After all of the hullabaloo in this race, it was Esco in a landslide. Jarnagin will face Democrat Ernie Burzell in August, and judging by Democratic Primary turnout numbers, Esco Jarnagin will probably win that race in a walk as well.

Here are the other important results, especially from the 4th Senate District, and congratulations go out to all of our Republican winners, especially Hawkins County Mayor-elect Melville Bailey, Grainger County Mayor Mark Hipsher and all of the candidates who ran with class:

Hawkins Co. Mayor (R)
Precincts Reporting: 100%  (22 of 22)

Winner Candidate Incumbent Votes Vote %
X Melville Bailey   2759 32%
  Dennis Deal   2284 26%
  Cynthia Jackson   1570 18%
  Bill Sharp   1196 14%
  Kelly Markham   811 9%
  Garry Knowles   77 1%

Grainger Co. Mayor (R)
Precincts Reporting: 100%  (10 of 10)

Winner Candidate Incumbent Votes Vote %
X Mark Hipsher   2278 44%
  Max Combs   1507 29%
  Mike Byrd   1413 27%

Grainger Co. Sheriff (R)
Precincts Reporting: 100%  (10 of 10)

Winner Candidate Incumbent Votes Vote %
X Scott Layel   2333 45%
  James Harville   2243 42%
  Larry Turley   709 13%

Grainger Co. Trustee (R)
Precincts Reporting: 100%  (10 of 10)

Winner Candidate Incumbent Votes Vote %
X Don Nance   2429 47%
  Dale Clemons   2174 42%
  Ben Waller   569 11%

Grainger Co. Circuit Clerk (R)
Precincts Reporting: 100%  (10 of 10)

Winner Candidate Incumbent Votes Vote %
X Sherry Clifton   2685 52%
  Rhonda Reagan   2517 48%

Grainger Co. County Clerk (R)
Precincts Reporting: 100%  (10 of 10)

Winner Candidate Incumbent Votes Vote %
X Angie Lamb   3358 65%
  Regina Crews   1817 35%

Grainger Co. Register of Deeds (R)
Precincts Reporting: 100%  (10 of 10)

Winner Candidate Incumbent Votes Vote %
X Dorothy Reagan   2782 54%
  Rick Diamond   2386 46%
