In the midst of the highly contentious practices at the San Bernardino Animal Shelter, sits a beautiful senior German shepherd named Max who just can't figure out what he did wrong to be stuck in a cage behind bars.

The shelter estimates Max to be eight-years-old; he was brought in as a stray on March 31, but volunteers suspect Max's human just didn't care enough to pay the surrender fee and dropped off his dog claiming Max was a stray.
