In Hackensack, New Jersey, police ignored him since he was doing nothing wrong. In the heart of New York City law enforcement appeared immediately and ordered him to leave, even though he wasn't doing anything wrong there either.
Julian Heicklen's efforts to distribute freedom outreach literature have been well documented by Libertarian News Examiner. But while he has been harassed by police in some places (Philadelphia) and ignored in others (Hackensack) only New York law enforcement insists on treating him as a psycho.

Recent Heicklen harassment:
When he appeared at the US District Courthouse on Monday to hand out flyers from the Fully Informed Jury Association (FIJA) he was confronted by Department of Homeland Security (DHS) police (now known as "Heicklen Hecklers" – see Pamphleteer heckled, arrested, un-arrested in NYC) and threatened with arrest.
As he always does, Heicklen dropped to the pavement and went still and nonresponsive, refusing to participate in his own illegal arrest.
As they always do, the DHS officers confiscated his JURY INFO sign and pamphlets. Then they called paramedics who transported him to a hospital for psychiatric evaluation.
Contrast that experience with Hackensack, New Jersey, just four days earlier.
On April 15, Heicklen appeared outside the US Post Office in Hackensack as a one-man tax protester and began handing out "Million Dollar Bills." The bills look like Federal Reserve Notes on the front but states the Libertarian Party's opposition to the Income Tax on the back.
"I distributed about 100 million dollars in million dollar bills," Heicklen reported.
For over an hour people accepted the handouts, thanked him and conversed with him. "I did not hear one negative comment all day," he said.
"Across from me was police headquarters," Heicklen further observed. "The street was lined with police cars. I did not see a police officer all day. They had no interest in me."
When not distributing literature and getting arrested, Heicklen keeps busy with his federal criminal complaint against the DHS (mailed Monday) and filing appeals, complaints, petitions and presenting oral arguments in his civil cases.
Abuses against his civil rights won't stop, Heicklen tells his supporters, until others turn out in force to video, photograph, witness, and otherwise shine the light of publicity on the cops.
But back to that psychiatric hospital in Manhattan.
Says Heicklen, "I got up and walked out of the hospital at 1:25 pm without signing out."
