The Syrian foreign ministry has summoned the head of the U.N. force in the Israeli-occupied Golan Heights in order to deliver the protest shortly after Israel hit what Syria has said was a military research center and diplomats said was a weapons convoy heading for Lebanon. Syrian television quoted the Syrian foreign ministry as saying, "Syria holds Israel and those who protect it in the Security Council fully responsible for the results of this aggression and affirms its right to defend itself, its land and sovereignty."

And Russia, which is Syria’s most powerful ally, has said in a statement that if the strike is confirmed, “we have a case of unprovoked attacks on targets in the territory of a sovereign state, which grossly violates the U.N. charter and is unacceptable.’’
