The Jason Debus Heigl Foundation was founded by actress Katherine Heigl and her mother, Nancy to promote animal welfare. The nonprofit organization celebrates the memory of a brother and a beloved son through the rescue, rehabilitation and adoption of so many animals - great and small.

It's not clear how or why Miranda, a female black and tan Rottweiler, was photographed in a cage much too small for her, nor is it even understandable why the San Bernardino City Animal Shelter would post the heartbreaking photo on PetHarbor, possibly the only link to Miranda's adoption possibilities.

It would appear that Miranda, a female black and tan Rottweiler mix has recently given birth to puppies. Did her former owner just toss her away and is now profiting from selling her pups?
