Strategic Planning from "Portal: Three Kingdoms" is one of several "Magic: The Gathering" cards being reprinted in "Commander (2013 Edition)." Featured in the "Mind Seize" deck, this blue uncommon which commands a ridiculous price on the secondary market (a whopping $40 before the reprint) can help you smooth out your early turns or search for what you need.

Look at the top three cards of your library. Put one of them into your hand and the rest into your graveyard.

Strategic Planning won't help you dig far compared to Impulse nor is it nearly as mana efficient as Ponder. In formats like Commander though where you can only run one of each card, Strategic Planning adds consistency to your deck. Because Strategic Planning doesn't put the other cards back into your library like both of the aforementioned cards do, it can actually create additional resources and options for you to take advantage of. You'll be able to Regrowth one of the two cards placed into your graveyard. Additionally, Strategic Planning will also boost the power of cards that care about the number of cards in your graveyard like Consuming Aberration.
