Stiteley appointed to manage Office for People with Disabilities

On Wednesday, Feb 19, at her weekly press conference following the Houston City Council meeting, Mayor Annise Parker announced the appointment of Jay Stiteley as manager of the Mayor's Office for People with Disabilities (MOPD).

Mayor Parker stated that the appointment process took several months because her staff took the time to recruit the best person in the country for the position.

Mr. Stiteley grew up in Plainfield, Illinois, and has a background in management, including work as National Technology Program Director with the American Foundation for the Blind in Chicago. He has also was Dean of Students for the Tennessee School of the Blind in Nashville. Most recently, he held the post of Director of Rehabilitation Services with World Services for the Blind in Little Rock, AR. Stiteley’s advocacy work includes service on the Federal Communications Commission Consumer Advisory Committee, Verizon’s Customer Advisory Board and Delta’s Advisory Board for Disabilities.

Stiteley holds a Master of Science in Rehabilitation Teaching (Northern Illinois University - DeKalb, IL), Master of Science in Management (Thomas Edison State College - Trenton, NJ) and Bachelor of Arts in History/Education (Rockford University - Rockford, IL). In 1980, he participated in the Olympics for the Disabled (now called Para-Olympics) in Arnhem, Holland as a member of the U.S. swimming and track team.

Accompanied by Haggar, his seeing eye dog, Stiteley greeted journalists cheerfully following his introduction. “I know there are many good challenges and opportunities ahead. My wife Karen and I are happy to be back home in Houston where the weather is not so cold and we're ready to get to work.”

Haggar, obviously comfortable with the attention and cameras, was patient and quiet during the presentation. Noting response of the audience, Stiteley stated “It's always about the dog!”

“We’re excited to have someone with such a wide breadth of managerial and advocacy experience join the staff of the Department of Neighborhoods as the new manager of the Mayor’s Office for People with Disabilities,” said Mayor Parker. “We are confident that he will provide the strong leadership required to enhance community partnerships to better serve Houstonians with disabilities.”

MOPD hosts a myriad of public service programs and events year-round, sponsored in partnership with City departments, nonprofit agencies and corporate supporters. Ongoing programs include parking enforcement volunteer training, public safety campaigns, legal clinics, financial forums, social services resource fairs and cultural presentations.
