Sonoma Co. is the latest Sanctuary County in California

Sonoma County California just added to its status as a Sanctuary County.  To reduce their "immigration related duties" the Sonoma Co. Sheriff's Department and the Santa Rosa Police will join other law enforcement agencies in the county and the state in accepting the bogus Mexican ID card, the Matricula Consular.  The Santa Rosa City Council voted to accept the Matricula Consular in 2003.  However, for law enforcement agencies to participate in this corruption is a slap in the face to real police, citizens and the sovereignty of our country.

The Matricula Consular is a worthless identity document and although Bank of America, Wells Fargo, Citibank and others will allow you open a bank account with it in this country, it is something you cannot do in Mexico.

The Matricula has been around for many years, but you never heard of it until after September 11, 2001.  In the days following the attack it was determined that the terrorist hijackers had up to 60 driver licenses from various states and in various names. The 9/11 and Terrorist Travel Staff Report said on page 4 that the 19 hijackers used over 364 aliases.

Within weeks of the 9/11 attack I was, along with many others, on national TV news shows making the case that driver licenses shouldn't be given to illegal aliens, because we didn't know anything about those to whom state governments would give valid identity documents.

Then, voices raised up from  IAP/LA, Illegal Alien Plantation/Los Angeles, that if states accepted the Matricula Consular, then we would know who the states were giving driver licenses to. 

Not quite.

The Matricula Consular is about as secure as writing your name on a paper bag with a crayon.  However, use of a Matricula card is legitimate probable cause for further investigation of immigration status, as it is almost exclusively carried by illegal aliens.  

Here's how I.C.E. described them in their TRIPWIRE newsletter from 2003:

“The Matricula Consular Issue”

The Matricula Consular is an identification card

issued to citizens of Mexico residing in other

countries, whether or not they are legally in that

country, to include the United States. In practice,

ICE has found that this card is most often carried by

individuals who do not have lawful status in the U.S.

The Mexican Consulate is responsible for issuing the

cards and maintaining data pertaining to these cards.

The major security issue surrounding the cards is the

use of a Mexican birth certificate as the principal

document to obtain a matricula. Mexican birth

certificates are often difficult for authorities to

authenticate and may be issued based upon

unverifiable information, such as statements of

witnesses to the birth, baptismal records, etc. To

compound the issue, the U.S. Government lacks

regulatory oversight over the standards, documents

and data utilized by Mexico to issue the card.

DHS Undersecretary, Asa Hutchinson has stated that

general acceptance of foreign government-issued

identification documents makes enforcement more

difficult, particularly if the documents allow access

to other types of documents such as state issued

driver’s licenses. Further, the U.S. Department of

Justice has concluded that the matricula is not a

reliable form of identification.This said, 74 of our

nation’s 9,000 banks now accept the card as a form

of identification. No major bank in Mexico lists the

card among identification it accepts, and only 10 of

Mexico’s 32 states and districts recognize the card as

a valid identification document.

Over one million matriculas issued by Mexico

before 2002 are still valid and in circulation.

Unfortunately, these cards have no security features.

Mexico issued over one million of an improved

matricula in 2002, but does not have a system in

place to authenticate identification documents or to

safeguard against duplicate card issuance.

These identification cards are now printed

bilingually and expire five years after the date of

issuance. Mexico has added several features to

prevent counterfeiting. Valid cards have a serial

number printed on both the front and back of the

card. On the face of the card, you will find a

photograph of the cardholder, the cardholder’s name,

a local U.S. address and the card’s expiration date.

Because of the growing acceptance of the matricula,

several other foreign governments – including

Guatemala, Honduras, Poland, Peru and El Salvador

– are preparing to issue similar cards. The inherent

danger in the use of such cards is that in matters of

national security, identification verification and

other crucial issues, the U.S. Government will be

reliant on the scrutiny and security of foreign

governments. DHS Secretary, Tom Ridge has

advised that institutions accepting the matricula card

do so at their own risk.

And, ours. 

Since there is no central database in Mexico it is useless as any kind of valid ID card.  The process of getting one is so lax that consulates have been handing them out like candy at supermarkets and in bank parking lots for years.

And, why would Mexico have a central data base?  Why even try to keep track?  If they did, then they would be identifying illegal aliens with forged M/Cs for American law enforcement agencies, something that would "hamper" the flow of remesas (remittances, aka money) from the United States, estimated at over $20 Billion a year.

The majority of Matriculas being held today are forgeries.  For about $30 you can get one.  You can be sure there will be a brisk trade in M/Cs in Sonoma County.

At the event heralding yet another step in the breakdown of American civilization, at Santa Rosa High School on Sunday, Adriana Gonzalez Felix, Consul for Legal Affairs with the Mexican Consulate said, "I think it will be the best benefit for all Mexican communities in Sonoma County."

"Today is a great day," Sonoma County Assistant Sheriff Lorenzo Dueñas said. "We're now going to accept the matriculár consular ID."

Santa Rosa Police Capt. Hank Schreeder gave a similar response.

And, I would bet that the next time they roll to the scene of a gang murder, a stabbing, a child molestation, a downed officer or any other crime committed by an illegal alien, they won't be thinking of that "great day" where they announced they would not be enforcing the law, but instead looking the other way by accepting that worthless ID card so they could reduce their "immigration related duties."

Too severe a judgement?  Go to the Sonoma County Sheriff website and check out their Most Wanted List.  If and when they are picked up, I will be willing to wager that 3/4 of them will have at least one Matricula Consular in their pocket.  I'll make a side bet that most will have more than one.  Check out the Press Room and read the crimes they are investigating.
