Pete Hines has further clarified the skill system changes from the 1.9 patch and Dragonborn DLC of the multiplatform title, “The Elder Scrolls V: Skyrim.” According to a message from his Twitter page, the vice president of Bethesda Softworks disclosed that the Dragonborn DLC expansion allows players to redistribute their perks. The 1.9 update, on the other hand, let them reset a skill in order to level up more and earn additional perks. DB allows you to redistribute perks. Legendary allows you to reset a SKILL and therefore lvl up more, earn more perks, etc
“The Elder Scrolls V: Skyrim” Dragonborn DLC was first released for the Xbox 360 in late 2012. The PC and Playstation 3 version of the expansion pack came out several months later.
