Tomorrow, December 11th from 6:30 P.M. to 7:30 P.M., there will be a Predatory Offender Community Notification meeting at the St. Paul Police Department. The meeting will be held in the Western District Community room at 389 N. Hamline Avenue. This meeting is in regards to Markeith Branch, 33, who had registered to live in the 900 block of Aurora Avenue. Branch is a Level III offender. Levels I – III are basically terms of risk assessment, with Level III offenders being those who are predicted most likely to re-offend. This is often linked to a perpetrator’s refusal to complete counseling, treatment or educational programs during their stay in prison. Branch served his time after being found guilty of the sexual assault of an 18 year- old woman. According to police, Branch forced himself into the victim’s vehicle and threatened her life as he raped her and physically assaulted her. These crimes were investigated by the New Brighton Department of Public Safety. Branch was released in July of 2011.
Markeith Branch is described as an African American with a dark complexion, brown eyes and black hair. Branch is 5.9” tall with a medium build, last weighing in at 251 lbs.
It should be noted that Mr. Branch is not currently wanted by the police, and that he is on Intensive Supervised Release, reporting to Agent Derek Weinke, who can be contacted at #651-266-7684.
Police have sent out letters to residents as well as facilities within the community that may work with people who are likely to be victimized. Depending upon the specific crimes of the offender, this often involves notifying schools and daycares as well as group homes for vulnerable adults. Landlords who have received the letter are required to inform tenants of this news.
