Mattie Brooks, 58, has been charged with two counts of unlawful conduct towards and child and first degree criminal sexual conduct with a minor. Seneca Police Chief John Covington told Fox Carolina an investigation was initiated several months ago after a foster child reported Brooks to authorities. The abuse took place between 1999 and 2009.
Some of the accusations include
*Confining a girl in her care to room, storage buildings and a dog house for days at a time while inflicting bodily harm
*Confinement caused the girl to drink unsafe chemicals
*Burning a boy with an iron object
*Confining the boy to bedrooms and depriving the child of food and water
*Sexual battery with a girl, age 5-8 years old
According to State Law Enforcement Division (SLED), Brooks has a prior conviction of two counts of unlawful neglect or abuse by a legal guardian. This stems from a January 14, 1999 incident at an elementary school after DSS reported the child had welt marks on his body. This child was whipped using an electric cord.
Brooks is in the Oconee County Detention Center, where she is being held on $1 million dollar bond. If she makes bail, she is forbidden from being around anyone under 18.
The Department of Social Services said Brooks is not in their system as a foster parent.
